Job Overview:
The Procurement Assistant will play a crucial role in supporting the procurement functions of the Uganda FHI 360 office. This position will work closely with the Procurement Manager to develop and implement procurement systems and policies that align with both FHI 360 and donor requirements. The Procurement Assistant will be responsible for providing procurement support to specific projects, participating in contract negotiations, and ensuring compliance with procurement policies. This role requires a proactive approach to managing procurement processes, including tendering, evaluation, and monitoring of procurement activities. The successful candidate will be expected to maintain accurate procurement records and contribute to continuous improvement initiatives within the procurement function.

Duties and Responsibilities:
The Procurement Assistant will be responsible for a variety of tasks including: providing procurement support to EpiC Uganda and STRIDES Uganda projects; participating in the negotiation of contract terms; implementing FHI 360 procurement policies; undertaking tendering and evaluation processes; monitoring compliance with procurement procedures; coordinating formal bids and requests for proposals; preparing specifications for supplies; comparing bids and making recommendations for purchases; adhering to procurement budgets and guidelines; soliciting competitive pricing from vendors; maintaining procurement files; and performing other duties as assigned. This role requires a comprehensive understanding of procurement standards and practices, as well as the ability to influence and negotiate effectively.

Required Qualifications:
Candidates must possess a comprehensive knowledge of procurement and logistics standards, as well as a working knowledge of company policies regarding budgets and contracts. Excellent oral and written communication skills are essential, along with strong critical thinking and problem-solving abilities. The ability to influence and motivate others to ensure compliance with company objectives is also required. Candidates should be articulate and professional in their communication with clients and staff.

Educational Background:
A BS/BA degree in a procurement-related field is required for this position. The educational background should provide a solid foundation in procurement principles and practices, as well as an understanding of relevant laws and regulations.

Experience:
A minimum of 3 years of practical experience in procurement and supply management is required. Candidates should have demonstrable knowledge of public procurement laws in Uganda and experience working with various donors, particularly U.S. Government agencies. Prior management experience is preferred, as is experience working in a non-governmental organization (NGO).

Languages:
Fluency in English is mandatory, with the ability to read, write, and speak clearly and positively. Additional language skills may be considered an asset but are not required.

Additional Notes:
This position may require domestic travel of 10% to 25%. The job is based in a typical office environment, and candidates should be prepared for the physical demands of the role, including the ability to sit and stand for extended periods and to lift or move up to 5 lbs.
