Job Overview: The Refugee Support Consultant will play a crucial role in assisting Palestine Refugees from Syria (PRS) in accessing necessary identification documents and services through the eUNRWA online platform. This position requires close collaboration with the Palestinian Embassy, UN agencies, and national service providers to ensure that PRS receive the support they need while in Egypt. The consultant will be responsible for maintaining and expanding referral mechanisms to connect vulnerable individuals with a wide range of services and assistance. The role also involves timely reporting on protection priorities and developments to the Representative, ensuring that target groups are included in relevant policies and frameworks. The consultant will work from the Representative Office in Cairo and is expected to contribute to the overall mission of supporting PRS effectively.
Duties and Responsibilities: The consultant's duties will include coordinating with the Palestinian Embassy and the Relief and Social Services Department to assist PRS with registration documentation and the creation of their e-accounts. They will inform PRS about available assistance and services, coordinating with relevant departments to address their needs and complaints. The consultant will maintain detailed records of PRS issues and assistance provided, supporting the Supervisor in data collection and reporting. They will serve as the office focal point, ensuring effective communication and coordination with partners such as IOM, UNHCR, WFP, and the Palestinian Embassy. Participation in interagency groupings to advocate for PRS inclusion in policy discussions is essential. The consultant will manage a network of service providers for effective referrals and support, including handling inquiries through various communication channels. They will monitor the implementation of assistance agreements and prepare reports for internal and external use, staying informed about developments affecting the refugee situation in Egypt. Additional duties may be assigned by the supervisor as needed.
Required Qualifications: Candidates must possess a university degree from an accredited institution in fields related to refugee affairs, law, public or international relations, or similar areas. A minimum of five years of experience working with refugees, vulnerable migrants, or individuals with complex needs is required. Experience in law or public affairs, particularly in a multicultural environment, is essential. Candidates should also have experience in inter-agency coordination and cooperation. Proficiency in operating personal computers and standard software, including applications used by the Agency such as Office 365, is required. Excellent command of written and spoken English and Arabic is mandatory, as effective communication is crucial in this role.
Educational Background: The educational background required for this position includes a university degree from an accredited institution in relevant fields such as refugee affairs, law, public or international relations, or related disciplines. This educational foundation is essential for understanding the complexities of refugee issues and the legal frameworks surrounding them.
Experience: The position requires at least five years of relevant experience working with refugees, vulnerable migrants, or individuals facing complex needs. This experience should include working in a multicultural environment and engaging in inter-agency coordination efforts. Candidates should demonstrate a strong understanding of the challenges faced by Palestine refugees, particularly in the context of Egypt.

Additional Notes: The expected duration of the consultancy is until 30 April 2026, with the possibility of renewal based on performance and office needs. The position is full-time, and the consultant will report to the Chief of the Representative Office in Cairo. The monthly remuneration for this position is USD 1,533.7
