Job Overview:
The National Human Resources Specialist position is crucial for the effective management of human resources within the FAO Country Office in Egypt. This role involves coordinating and executing various administrative tasks related to the hiring of both national and international affiliate workforce. The specialist will work closely with the FAO Representative and the HR Unit in the Regional Office for the Near East and North Africa (RNE) to ensure compliance with FAO rules and regulations. The position requires a proactive approach to managing the hiring process, ensuring that the organization attracts qualified talent and maintains a harmonious work environment. The specialist will also play a key role in facilitating knowledge exchange and promoting continuous learning within the office.

Duties and Responsibilities:
The duties and responsibilities of the National Human Resources Specialist include coordinating the overall hiring plan for national and international affiliate workforce, developing and reviewing Terms of Reference, managing the publication of job vacancies, organizing the selection process, and supervising the validity of contracts. The specialist will also provide administrative support for the payment of fees to consultants, assist in the performance evaluation process, and maintain confidentiality while handling sensitive information. Additionally, the role involves promoting a respectful work environment and facilitating knowledge exchange within the office.

Required Qualifications:
Candidates must possess a university degree in Human Resources Planning and Development, Business Administration, or a related field. A minimum of five years of relevant experience in human resources management and administration is required. Candidates should also have a working knowledge of English and Arabic at level C, and must be nationals of Egypt. Familiarity with UN human resource administrative procedures and systems is highly desirable, along with strong organizational and planning skills, attention to detail, and excellent communication abilities.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as Human Resources Planning and Development or Business Administration. Candidates must have obtained their higher educational qualifications from institutions accredited or recognized in the World Higher Education Database (WHED).

Experience:
The position requires at least five years of relevant experience in human resources management and administration. Candidates should have experience working in diverse locations or areas of work, demonstrating their ability to adapt to different environments and challenges.

Languages:
A working knowledge of both English and Arabic is mandatory for this position. Proficiency in these languages is essential for effective communication within the organization and with stakeholders.
