Established to provide assistance and protection to Palestine refugees, UNRWA is funded almost entirely by voluntary contributions from UN member states, regional bodies, business foundations, and individual contributions. The agency's mission is to help Palestine refugees achieve their full potential in human development under challenging circumstances. UNRWA operates in multiple countries across the Middle East, including Jordan, Lebanon, Syria, and the West Bank and Gaza Strip, focusing on education, health care, social services, and emergency assistance.
Job Overview: The Supply Chain Manager will be responsible for overseeing the supply chain operations within UNRWA, ensuring that the logistics and supply chain strategies align with the organization's goals. This role involves strategic planning and oversight of supply chain activities, including the development of supply chain strategies, annual planning, and monitoring of supply chain operations. The incumbent will work closely with field offices and HQ divisions to ensure effective supply chain management, providing technical advice on logistics, customs clearance, inventory management, and distribution of supplies. The position also requires the development and analysis of supply chain performance indicators and dashboards, conducting root cause analysis of supply chain challenges, and promoting innovative practices in supply chain management. Additionally, the Supply Chain Manager will be involved in emergency preparedness and response, ensuring that logistics plans are in place for emergency situations, and managing inventory and asset management processes to maintain accurate stock levels and compliance with agency policies.
Duties and Responsibilities:
Lead the development of the supply chain strategy and oversee annual supply chain planning with field offices and HQ divisions.
Provide technical advice on specifications, logistics arrangements, customs clearance, and inventory management.
Monitor work progress to ensure results are achieved according to schedule and performance standards.
Conduct research on supply chain initiatives and recommend innovative approaches.
Ensure emergency supply and logistics preparedness action plans are established with field offices.
Manage HQ Survey Property Board for inventory and asset-related matters.
Oversee inventory management and warehouse stock flows, ensuring accurate stock levels and timely expiry tracking.
Manage operational aspects of the Agency’s vehicle and transport resources, ensuring compliance with safety standards.
Establish internal control mechanisms and follow up on audit recommendations. 1
Supervise and coach Logistics and Supply Unit staff, ensuring timely performance management and training.
Required Qualifications:
Advanced university degree (Master’s Degree or equivalent) in Supply and Logistics management, business administration, public administration, or a related field.
A first university degree in the same specializations combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree.
Certification as a Certified Supply Chain Professional (CSCP), Certified in Production and Inventory Management (CPIM), or Certified Professional in Supply Management (CPSM) is desirable.
Strong knowledge of supply chain operations, logistics, and inventory management in both public and private sectors is essential.
Educational Background: Candidates must possess an advanced university degree (Master’s Degree or equivalent) from an accredited educational institution in a relevant field such as Supply and Logistics management, business administration, or public administration. Alternatively, a first university degree in the same fields combined with additional relevant work experience may be accepted in lieu of the advanced degree.
Experience: At least seven years of progressively responsible and relevant professional experience in supply chain operations, logistics, and inventory management is required. This experience should include at least five years directly related to supply logistics and inventory management, preferably at the international level. Candidates must also have at least two continuous years of relevant international experience outside UNRWA and their country of citizenship, unless they are already serving as an international staff member in the UN Common System. Experience in providing support services to field offices in humanitarian, development, or conflict/emergency contexts is desirable.
Languages: English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is also a working language of the United Nations Secretariat, but English proficiency is mandatory for this job opening.
Additional Notes: This position is a UN Regular Budget post with a contract duration of 2 years, with the possibility of further extension.
