Job Description
Job Posting Organization:
The International Organization for Migration (IOM) was established in 1951 and is recognized as the leading intergovernmental organization in the field of migration. IOM collaborates closely with governmental and non-governmental partners to address migration issues globally. The organization focuses on three main objectives: saving lives and protecting people on the move, driving solutions to displacement caused by climate change and conflict, and facilitating pathways for regular migration. In Lebanon, IOM's Data and Research Unit (DRU) plays a crucial role in primary data collection and analysis, particularly through the Displacement Tracking Matrix (DTM). Since its inception, IOM has expanded its operations to numerous countries, employing a diverse workforce dedicated to improving the lives of migrants and displaced persons.

Job Overview:
The Information Management Officer will be responsible for implementing Information Management (IM) functions within the Data and Research Unit (DRU) of IOM Lebanon. This role involves close collaboration with various units across the IOM Lebanon Country Office. The successful candidate will provide information management support in accordance with IOM's data protection principles, assist in the development and maintenance of databases, and support training and capacity building for both internal staff and external partners. The officer will also contribute to the development of training materials and standard operating procedures (SOPs) for data collection tools. This position is critical in ensuring the quality and integrity of data collected, which is essential for informing IOM's response to the needs of migrants and the broader international community.

Duties and Responsibilities:
The duties and responsibilities of the Information Management Officer include:
  • Providing information management support in line with IOM's data protection principles during data collection and research activities.
  • Assisting in the development and maintenance of IOM databases and data collection tools.
  • Supporting training and capacity building initiatives for internal staff and external partners.
  • Contributing to the development of training materials and SOPs for data collection tools.
  • Monitoring data quality during data collection and managing data encoding, storage, and processing.
  • Supporting Monitoring & Evaluation frameworks by contributing to indicator development and data validation.
  • Cleaning primary and secondary data in preparation for analysis and report production.
  • Assisting in data analysis and preparing analytical tools, including dashboards and reports.
  • Drafting operational and strategic maps for planning and donor reporting. 1
  • Participating in the IM Working Group and performing any other similar duties as assigned.

Required Qualifications:
The required qualifications for the Information Management Officer position include:
  • A High School diploma with four years of relevant professional experience, or a Bachelor’s degree in computer science, IT, or a similar academic field with two years of relevant professional experience.
  • Experience in information management, preferably in Lebanon.
  • Proficiency in database management and GIS mapping.
  • Experience in data collection design, management, cleaning, and using advanced data packages and KOBO.
  • Familiarity with working with migrants, refugees, and other vulnerable groups.
  • Prior work experience with international humanitarian organizations or government institutions in a multicultural setting is an advantage.
  • Knowledge of data governance principles and reporting standards.

Educational Background:
Candidates must possess either a High School diploma with four years of relevant professional experience or a Bachelor’s degree in computer science, IT, or a related field with two years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received a recognized education that meets international standards.

Experience:
The position requires candidates to have a minimum of two years of relevant professional experience if they hold a Bachelor’s degree, or four years if they only have a High School diploma. Experience should include information management, database management, and working with vulnerable populations such as migrants and refugees. Familiarity with data collection design and advanced data management tools is essential, as is experience in analysis and reporting. Previous work with international humanitarian organizations is highly regarded and considered an advantage.

Languages:
Fluency in English and Arabic is required for this position, both oral and written. IOM's official languages also include French and Spanish, and proficiency in these languages may be beneficial but is not mandatory. Language skills will be specifically evaluated during the selection process, which may include written and/or oral assessments to ensure candidates can effectively communicate in the required languages.

Additional Notes:
The position is subject to local recruitment, meaning only candidates holding a valid residence and work permit for Lebanon will be considered. Any offer made to the candidate is contingent upon funding confirmation. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. Candidates must also be certified as medically fit for appointment and must undergo verification of residency, visa, and other necessary authorizations by the concerned government. IOM maintains a zero-tolerance policy regarding conduct that contradicts the organization's aims, including discrimination and harassment.
