Job Overview: The Mitigation Local Consultant on Energy and Transport will play a critical role in supporting Bolivia's efforts to revise and update its Nationally Determined Contributions (NDCs) in line with the Paris Agreement. The consultant will be responsible for articulating local contributions in the fields of energy and transport, ensuring that the project objectives are met. This includes the submission of an updated implementation plan that incorporates new information and identifies key gaps in finance, technology, and capacity-building. The consultant will also facilitate stakeholder engagement, ensuring that additional actors such as government ministries and the private sector are involved in the process. The consultant will work closely with UNEP international experts and local teams to ensure that the NDC targets are realistic, achievable, and aligned with Bolivia's broader climate goals. The position requires a hybrid work model, allowing for remote work while also necessitating in-person meetings and stakeholder engagements as required. The consultant will report to the Project Manager and will be expected to deliver high-quality outputs that contribute to the overall success of the project.
Duties and Responsibilities: The consultant's duties and responsibilities include facilitating the validation process of the Implementation Plan for the 10 energy targets, updating and finalizing the Implementation Plan, generating inputs for the operational integration of energy targets into Bolivia's MRV system, and providing technical inputs that align with national NDC 3.0 processes. The consultant will also support the preparation and organization of workshops and training sessions, ensuring that all stakeholders are engaged and that feedback is incorporated into the final deliverables. Additionally, the consultant will be responsible for identifying gaps in means of implementation, coordinating with various stakeholders, and ensuring that the deliverables are coherent and aligned with national policies. The consultant will also assist in the development of a training program for national experts on the use of the GACMO tool and will support the project management activities for planning, coordination, and execution of the project.
Required Qualifications: The position requires a Bachelor's degree in Engineering, Environmental Management, Agronomy, Public Administration, Environmental Sciences, Economics, Political Science, or a related field. A postgraduate degree in energy, renewable energies, environmental management, or a related field is desirable. Candidates must have a minimum of 2 years of relevant experience in energy planning, implementing, and/or monitoring development initiatives related to climate change in Bolivia, as well as experience with climate change issues, mitigation, and MRV systems under the enhanced transparency framework of the Paris Agreement. Strong analytical skills and knowledge of Bolivia's climate change regulatory framework are essential, along with proven experience working with public institutions related to climate change planning.
Educational Background: Candidates must possess a Bachelor's degree in a relevant field such as Engineering, Environmental Management, Agronomy, Public Administration, Environmental Sciences, Economics, Political Science, or a related area. A postgraduate degree in energy, renewable energies, environmental management, or a related field is considered an asset. The educational background should provide a solid foundation for understanding the complexities of climate change planning and implementation, particularly in the context of Bolivia's NDCs.
Experience: The consultant is expected to have a minimum of 2 years of relevant experience in energy planning, implementing, and/or monitoring development initiatives related to climate change in Bolivia. Experience with climate change issues, mitigation, and MRV systems under the enhanced transparency framework of the Paris Agreement is required. Familiarity with the formulation and monitoring of Nationally Determined Contributions is a strong advantage, as is demonstrated analytical capacity to contribute to developing technical products related to climate change planning and financing.
Languages: Fluency in Spanish is required for this position, as it is the primary language of communication in Bolivia. Proficiency in English is desired, as it may be necessary for engaging with international stakeholders and accessing relevant technical documents and resources.
Additional Notes: The consultancy is part-time with a contract duration of 4 months. The consultant will work in a hybrid model, allowing for remote work while also requiring participation in in-person meetings and stakeholder engagements as necessary. The consultant will be expected to facilitate the validation process of the Implementation Plan, update and finalize the Implementation Plan, and generate inputs necessary for the operational integration of energy targets into Bolivia's MRV system. Payments will be disbursed upon the completion of deliverables and will require approval from the Project Manager. The consultant's work will involve collaboration with various ministries and stakeholders, ensuring that all activities are aligned with the project's objectives and that the NDC targets are effectively integrated into national planning instruments.
