Job Overview:
The Mitigation Local Consultant on Waste will play a crucial role in supporting Bolivia's efforts to revise and update its Nationally Determined Contributions (NDCs) in alignment with the Paris Agreement. This position involves a hybrid work model, allowing for both remote work and in-person engagements as necessary. The consultant will be responsible for coordinating local teams and ensuring effective communication between various stakeholders, including government ministries, subnational governments, and the private sector. The primary focus will be on the waste sector, where the consultant will review existing NDC targets, identify gaps, and propose actionable implementation plans. The consultant will also facilitate stakeholder engagement processes, ensuring that diverse voices are included in the planning and validation of the NDCs. This role is vital for enhancing Bolivia's climate resilience and ensuring that its commitments to reducing carbon emissions are met through practical and achievable strategies.

Duties and Responsibilities:
The consultant's duties will include reviewing baseline data and indicators for the waste sector's NDC targets, developing a comprehensive implementation plan, and facilitating validation processes with relevant stakeholders. The consultant will engage in various phases of the project, including identifying new sectors for NDC targets, integrating gender perspectives into climate policies, and developing greenhouse gas emissions reduction targets. The consultant will also support the operational integration of waste targets into Bolivia's monitoring, reporting, and verification (MRV) system. Key responsibilities include coordinating workshops, gathering data, and ensuring that all deliverables align with national climate change strategies. The consultant will work closely with UNEP experts and local authorities to ensure that the implementation plan is realistic, inclusive, and effectively addresses the challenges posed by climate change in Bolivia.

Required Qualifications:
Candidates must possess a Bachelor's degree in environmental management, agronomy, public administration, engineering, environmental sciences, economics, political science, or a related field. A postgraduate degree in waste management or a related area is desirable. Additionally, candidates should have a minimum of two years of relevant experience in planning, implementing, and monitoring development initiatives related to waste and climate change in Bolivia. Experience with climate change mitigation and MRV systems under the Paris Agreement is also required. Strong analytical skills, knowledge of emissions calculation systems, and familiarity with Bolivia's climate change regulatory framework are essential. Proven experience working with public institutions and preparing policy reports for national governments will be advantageous.

Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant field such as environmental management, agronomy, public administration, engineering, environmental sciences, economics, or political science. A postgraduate degree in waste management or environmental management is considered desirable. The educational qualifications should reflect a strong foundation in environmental issues, policy development, and management practices related to climate change and sustainability.

Experience:
The position requires a minimum of two years of relevant experience in the field of climate change, particularly in relation to waste management and the implementation of Nationally Determined Contributions (NDCs). Candidates should have experience in planning, implementing, and monitoring development initiatives and policies related to climate change in Bolivia. Familiarity with the enhanced transparency framework of the Paris Agreement and experience in formulating or monitoring NDCs will be considered a strong advantage. The consultant should also demonstrate analytical capacity and experience in developing technical products related to climate change planning and financing.

Languages:
Fluency in Spanish is mandatory for this position, as it is the primary language of communication in Bolivia. Additionally, a confident command of English is required to facilitate communication with international stakeholders and to engage with UNEP's global network. Proficiency in other languages may be considered an asset but is not mandatory.

Additional Notes:
This consultancy is part-time and has a duration of four months. The consultant will work under a hybrid model, allowing for remote work while also participating in necessary in-person activities such as meetings and stakeholder engagements. The contract is product-based, with payments disbursed upon the completion of deliverables and approval by the Project Manager. The consultant is expected to engage with the Ministry of Environment and Water and the Plurinational Authority of Mother Earth (APMT) in Bolivia, with a focus on ensuring that all deliverables align with the country's climate change strategies and NDC commitments. The role may require occasional travel within Bolivia, but international travel is not anticipated.
