Job Overview:
The Finance Manager position at the West Bank Protection Consortium (WBPC) is a critical role that involves providing strategic financial leadership and oversight across the Consortium. The successful candidate will be responsible for budgeting, financial reporting, donor compliance, grants management, and risk management. This role requires a strong focus on coordinating financial activities among consortium partners and ensuring adherence to financial policies and regulations. The Finance Manager will also be expected to implement NRC’s financial systems and procedures, maintain budget control, and monitor cash flows effectively. Additionally, the role includes training partner line managers and staff on financial responsibilities related to WBPC and its donors, as well as providing regular analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis and reports to key stakeholders. The position is designed for internal NRC staff only, and applicants must be legally eligible to work in Palestine, as the organization cannot provide work permits or visa sponsorships.

Duties and Responsibilities:
The Finance Manager will have a range of responsibilities including: ensuring that the WBPC financial management setup adheres to the Financial Handbook, NRC policies, donor and auditor requirements; implementing NRC’s financial systems, routines, and procedures in coordination with the NRC Finance Manager; maintaining overall budget control and monitoring cash flows for the WBPC; line-managing the Secretariat Finance & Admin Officer and coordinating with partners’ finance focal points; training partner line managers and staff with financial responsibilities; providing regular financial analysis and reports to the Chief of Party, Steering Committee, and Strategic Guidance Board; managing the budgeting and financial reporting processes for all WBPC grants; leading the development and compliance of Consortium agreements and donor contracts; ensuring compliance and risk monitoring of donor agreements; and providing general support to Consortium management where needed.

Required Qualifications:
Candidates must possess a minimum of 5 years of relevant experience in a similar role within a humanitarian or recovery context, particularly with institutional humanitarian and development donors. Proven skills in managing multiple donor relationships and effective budget oversight are essential. Experience in complex and volatile contexts is required, along with knowledge of Consortium management. Strong coordination and negotiation skills are necessary, particularly in effectively coordinating with partner organizations. Knowledge of contract management and experience with project audits are also required. Familiarity with projects funded by major international donors, such as ECHO, FCDO, GFFO, SIDA, and bilateral donor agreements, is preferred. Additionally, candidates should have experience in resource mobilization and be conversant with various donors' technical frameworks and strategies.

Educational Background:
The position requires a strong educational background in finance, accounting, or a related field. A degree in finance, business administration, or a similar discipline is typically expected. Advanced qualifications such as a Master's degree or professional certifications (e.g., CPA, ACCA) may be advantageous and are often preferred by employers in this sector.

Experience:
The ideal candidate should have at least 5 years of relevant experience in financial management within a humanitarian or recovery context. This experience should include managing donor relationships, overseeing budgets, and ensuring compliance with donor regulations. Familiarity with the specific challenges and requirements of working in complex and volatile environments is crucial for success in this role.

Languages:
Fluency in English, both written and verbal, is mandatory for this position. Knowledge of Arabic is preferred, as it will facilitate communication with local partners and stakeholders. Proficiency in additional languages may be considered an asset, depending on the specific needs of the organization and the context of the work.

Additional Notes:
The duty station for this position is East Jerusalem, Palestine, and the contract duration is set for 12 months. This role is exclusively open to internal NRC staff, and applicants must be legally eligible to work in Palestine, as the organization is unable to provide work permits or visa sponsorships. The salary and benefits are aligned with NRC’s Grade 9 on their salary scale.
