Job Overview:
The Project Implementation Support Specialist will play a crucial role in the implementation of the Education Sector Programme Implementation Grant (ESPIG) in Myanmar. This position requires a proactive individual who can provide comprehensive support to the project, ensuring that it aligns with the objectives set forth by UNESCO and its partners. The incumbent will work under the supervision of the Head of Myanmar Project Antenna and will be responsible for coordinating various project activities, monitoring progress, and evaluating outcomes. The role demands a strong understanding of the educational landscape in Myanmar, particularly in light of the recent political and operational challenges. The specialist will be expected to engage with multiple stakeholders, including government agencies, NGOs, and international organizations, to facilitate effective program delivery and to ensure that the educational needs of children and youth in Myanmar are met. The position also involves significant data analysis, reporting, and knowledge management to support decision-making processes and to enhance the overall impact of the project.

Duties and Responsibilities:
  • Project Implementation and Monitoring & Evaluation: Provide technical advice for the design, planning, coordination, and implementation of all ESPIG project activities. Offer logistical and administrative support for project-related events and consultations. Plan and coordinate work activities under the specified outcomes, ensuring alignment with UNESCO and national education goals. Compile and analyze data to produce progress reports and narratives for stakeholders. Participate in joint monitoring and evaluation efforts with other grant agents and partners. Facilitate discussions among project team members to ensure continuous improvement in project planning and implementation. Act as the lead liaison with project consultants and local staff to disseminate project results effectively. Monitor project activities and outputs to ensure timely and coherent implementation in collaboration with other UNESCO offices. Assist in preparing reports on project implementation and contribute to the coordination of reporting to the Education Sector in HQ.
  • Research and Knowledge Management: Maintain thorough knowledge of education policies and strategies to inform the design of field activities. Conduct situational analyses and compile data for concept notes and publications. Analyze best practices to contribute to the knowledge base and support project performance monitoring. Engage in public information tasks, including social media outreach and facilitating exchanges.
  • Partnership and Resource Mobilization: Develop project proposals and concepts to mobilize resources in a competitive international environment. Engage with UN agencies and bilateral/multilateral partners to secure funding for educational initiatives. Track submissions and coordinate donor meetings as necessary to support sector-wide planning and education policy analysis.

Required Qualifications:
The ideal candidate should possess a Bachelor’s degree or an advanced university degree (Master’s or equivalent) in Education, Social Sciences, International Relations, or related fields. A minimum of 4 years of professional experience is required for candidates with a Bachelor’s degree, or 2 years for those with a Master’s degree. Proven experience in gathering, organizing, and analyzing information for comprehensive reports is essential. Candidates should have experience in the education sector at national or international levels, along with excellent organizational, communication, and interpersonal skills. The ability to work independently, meet deadlines, and demonstrate integrity in line with UN values is crucial. Proficiency in MS Office and strong drafting and report writing skills are also required.

Educational Background:
Candidates must have a Bachelor’s degree or an advanced university degree (Master’s or equivalent) in relevant fields such as Education, Social Sciences, International Relations, or related disciplines. An advanced degree is preferred, particularly in areas related to education development, health education, human rights, gender, public policy, or social development.

Experience:
Candidates should have a minimum of 4 years of professional experience with a Bachelor’s degree or 2 years with a Master’s degree. Experience within the UN system or international organizations is highly desirable. Familiarity with human rights, inclusive education, gender equality, and youth engagement will be advantageous. Experience in conducting desk research and organizing workshops related to education projects is also beneficial.

Languages:
Excellent knowledge of English and Myanmar (both spoken and written) is mandatory. Basic knowledge of an additional language from the Asia-Pacific region is desirable, as well as knowledge of other official UN languages such as Arabic, Chinese, French, Russian, or Spanish.

Additional Notes:
This position is a non-staff service contract with a minimum duration of one year, including a three-month probationary period. The contract may be renewed subject to satisfactory performance and availability of funds.
