Job Overview: The Advocacy Adviser position at NRC Palestine is pivotal in shaping and influencing policies that uphold the rights of Palestinians affected by various humanitarian crises, including restrictions on movement and displacement. The role involves designing, coordinating, and implementing evidence-based advocacy strategies aimed at decision-makers. The Adviser will develop advocacy products and coordinate with various stakeholders, including humanitarian organizations, diplomatic entities, and media outlets, ensuring that NRC's advocacy efforts are grounded in programmatic evidence and law" style="border-bottom: 1px dotted #007bff !important;">international law. This position requires a proactive approach to monitoring political developments and responding to changes that impact humanitarian access and protection, thereby ensuring that advocacy efforts are timely and effective. The Adviser will also engage in high-level advocacy missions and maintain strong relationships with key stakeholders to enhance collective advocacy efforts.
Duties and Responsibilities: The Advocacy Adviser will be responsible for a comprehensive set of duties, including but not limited to: utilizing program data and field evidence to influence policy discussions on humanitarian access and protection concerns; drafting advocacy reports, briefing notes, and op-eds targeted at various audiences including governments and media; providing policy briefings and analysis to NRC senior management and field teams; ensuring timely advocacy responses to developments affecting humanitarian access; monitoring political and policy developments in Israel and the occupied Palestinian territory; supporting donor engagement by contributing to advocacy-related sections of reports and proposals; organizing and participating in high-level advocacy missions; and coordinating closely with NRC programs to ensure that advocacy is informed by field realities and programmatic evidence. The Adviser will also be expected to build and maintain strong relationships with the diplomatic community, UN agencies, and peer NGOs to strengthen collective advocacy efforts.
Required Qualifications: Candidates for the Advocacy Adviser position must possess an advanced degree in law, political science, international relations, social sciences, or related fields. A minimum of 5 years of experience in advocacy, policy, or humanitarian/human rights work in the occupied Palestinian territory or similar contexts is required. Candidates should have technical knowledge of the humanitarian and human rights sectors, as well as previous experience working in complex and volatile environments. Additionally, candidates must demonstrate a proven ability to develop and implement evidence-based advocacy strategies, possess exceptional writing skills, and have strong analytical and political judgment skills. Experience engaging with senior decision-makers in government, UN, and donor institutions is also essential.
Educational Background: The position requires an advanced degree in relevant fields such as law, political science, international relations, or social sciences. This educational background is crucial for understanding the complex legal and political issues that underpin the advocacy work in the occupied Palestinian territory.
Experience: The ideal candidate should have at least 5 years of relevant experience in advocacy, policy, or humanitarian/human rights work, particularly in contexts similar to the occupied Palestinian territory. This experience should include a strong understanding of the humanitarian and human rights sectors, as well as the ability to navigate complex political landscapes effectively.
Languages: Native-level proficiency in English, both written and verbal, is mandatory for this position. This proficiency is essential for drafting advocacy materials and engaging with various stakeholders. While English is the primary language required, knowledge of additional languages relevant to the region may be considered an asset but is not mandatory.
Additional Notes: The position is based in Jerusalem, with a duty station that may also include Amman. The role involves approximately 30% travel to areas of operation. The salary for this position is classified as Grade 8 on NRC’s salary scale.
