Job Overview:
The Senior Programme Manager (Humanitarian Border Management) will be responsible for providing authoritative technical and programmatic advice and support, as well as direct management of the full Humanitarian Border Management Programme in Egypt. This role involves developing strategic approaches to Humanitarian Border Management (HBM) and ensuring collaboration with national and local authorities, beneficiary communities, and other stakeholders. The position requires managing and ensuring the consistency and implementation of all projects under the Integrated Border Governance (IBG) portfolio, which includes a thematic focus on Technical Cooperation and security" style="border-bottom: 1px dotted #007bff !important;">Security Governance, HBM programming, and the provision of technical and operational support to Search and Rescue activities. The Senior Programme Manager will also be tasked with ensuring the integration of cross-cutting issues such as gender, protection, health, and the needs of vulnerable groups into program implementation, while maintaining oversight over program deadlines and reporting requirements.

Duties and Responsibilities:
The duties and responsibilities of the Senior Programme Manager include:
  • Providing technical and strategic guidance on substantive and operational issues related to the Humanitarian Border Management Programme.
  • Developing and managing the overall consistency and implementation of all projects under the IBG portfolio.
  • Exercising administrative, operational, and financial management responsibility for projects.
  • Leading and coordinating activities with other IOM programs to support an integrated response.
  • Promoting cross-border and regional initiatives to enhance the IBG program in Egypt.
  • Participating in or leading field missions for program management and implementation.
  • Ensuring proper documentation and external representation of the program components.
  • Maintaining oversight over program deadlines and preparing regular reports.
  • Advising the Chief of Mission on program policies and strategic objectives. 1
  • Developing communication and reporting strategies to disseminate information on program progress. 1
  • Representing IOM in meetings related to technical and legal cooperation. 1
  • Developing capacity-building opportunities for IOM Egypt staff in the thematic area. 1
  • Performing other duties as assigned.

Required Qualifications:
The required qualifications for the Senior Programme Manager position include:
  • A Master’s degree in Law, Political or Social Sciences, Humanities, International Relations, or a related field from an accredited academic institution with seven years of relevant professional experience; or a University degree in the above fields with nine years of relevant professional experience.
  • Extensive background and experience in humanitarian border management, immigration, law enforcement, project development, donor relations, operations, and/or management.
  • Experience in strategic/technical advisory and coordination, as well as running large IBG projects and programs.
  • Ability to deliver IBG-related trainings/workshops to government officials.
  • Previous experience in writing training plans, standard operating procedures, and detailed instructions.
  • Substantive experience in donor project management, programmatically and financially, with IOM or a UN agency is an added advantage.

Educational Background:
Candidates must possess a Master’s degree in relevant fields such as Law, Political or Social Sciences, Humanities, International Relations, or a related field from an accredited academic institution. Alternatively, a University degree in the same fields with additional years of relevant professional experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience:
Candidates should have extensive experience in providing support to national efforts in humanitarian border management, immigration, law enforcement, project development, donor relations, operations, and management. Experience in strategic and technical advisory roles, as well as running large IBG projects, is essential. The ability to deliver trainings and workshops to government officials is also required, along with experience in writing training plans and managing donor projects.

Languages:
Fluency in English is mandatory for all applicants, both oral and written. A working knowledge of another UN official language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is a one-year fixed-term contract with the possibility of extension. It is classified at the P-4 grade level. The role is full-time and requires international mobility for recruited professional staff. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar positions for a period of 24 months. The appointment is subject to medical fitness certification, accreditation, residency or visa requirements, and security clearances.
