Job Posting Organization: The UNESCO Antenna Office in Yangon plays a pivotal role in enhancing Myanmar's education sector. Established to support educational initiatives, the office engages in technical assistance, policy advocacy, and coordination among various development partners. It aims to foster sector-wide dialogue and collaboration, contributing to strategic planning and capacity development at both national and subnational levels. The office is committed to ensuring inclusive, equitable, and quality education, and it leads efforts in education sector coordination, including co-chairing sectoral coordination groups.
Job Overview: The consultant position is designed for a Myanmar national with a deep understanding of the country's educational landscape. The role requires significant academic and professional experience in engaging with diverse stakeholders within Myanmar. The consultant will be responsible for implementing a Monitoring and Evaluation (M&E) framework, supporting the Joint Response Framework (JRF) for educational projects, and ensuring alignment among various stakeholders' M&E frameworks. The consultant will also monitor educational progress through key performance indicators (KPIs) and prepare regular M&E reports. Additionally, the consultant will engage in educational research, focusing on literature reviews and data collection, and will facilitate sector coordination and knowledge management to enhance collaboration among education stakeholders.
Duties and Responsibilities: The consultant's duties include supporting the implementation of the JRF for Monitoring, Reporting, and Evaluation across educational projects in Myanmar. This involves aligning individual M&E frameworks from various stakeholders, ensuring consistency in methodologies and data collection. The consultant will monitor educational progress by tracking KPIs, overseeing data collection and analysis, and preparing M&E reports. Furthermore, the consultant will conduct educational research, assist in data collection, and facilitate coordination among thematic platforms within the education sector. Responsibilities also include establishing a knowledge management system, organizing knowledge products, and providing technical support for capacity building among national organizations.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or higher) in Education, Social Sciences, Development Studies, or a related field. A minimum of 8 years of professional experience in Myanmar's education sector is required, with at least 5 years focused on M&E, sector coordination, or research. Experience in facilitating dialogue among stakeholders and conducting educational research is essential. Proficiency in M&E tools and data analysis software, along with strong interpersonal and communication skills, is necessary for effective stakeholder engagement and report writing.
Educational Background: An advanced university degree (Master’s or higher) in relevant fields such as Education, Social Sciences, or Development Studies is required. A PhD in these areas is desirable but not mandatory.
Experience: Candidates should have at least 8 years of professional experience in the education sector, with a focus on M&E, sector coordination, or research. Experience working with UN agencies or INGOs is preferred, along with hands-on experience in educational research and sectoral coordination.
Languages: Excellent knowledge of English and Burmese, both written and spoken, is mandatory for this position. Proficiency in additional languages may be considered an asset.
