Job Overview: The Senior Technical Officer – Data Analytics & Health Informatics will play a crucial role in the EpiC Cameroon project, which is funded by PEPFAR and aims to achieve HIV epidemic control among at-risk populations. This position involves overseeing the management of project databases and health information systems, ensuring adherence to reporting cycles, and developing data security" style="border-bottom: 1px dotted #007bff !important;">security-policies" style="border-bottom: 1px dotted #007bff !important;">security policies. The officer will work closely with various teams to enhance data collection, analysis, and utilization for informed decision-making. The role also includes creating dashboards for program monitoring and providing data-driven feedback to stakeholders, including the Government of Cameroon and the U.S. Department of State. The officer will be responsible for capacity building in data management and ensuring high-quality data practices within the project.
Duties and Responsibilities: The Senior Technical Officer will be responsible for promoting stable and user-friendly data management platforms, optimizing database design, and providing leadership for database application development. Key responsibilities include overseeing the installation and maintenance of applications, providing technical assistance for database design and maintenance, training users, and developing data analysis plans. The officer will also mine and analyze data to drive program optimization, assess new data sources, and advise on data quality checks. Additionally, the officer will lead teams to produce timely results, ensure adherence to data security standards, and represent FHI 360 at professional meetings. The role requires collaboration with various stakeholders to enhance health database development and maintain data integrity across systems.
Required Qualifications: Candidates must possess a Master’s degree or its equivalent in Computer Science, Health Information Management, Statistics, or a related field, along with at least 6 years of relevant experience in data management and technical assistance. Experience in a non-governmental organization or government agency is preferred. Proficiency in statistical programming languages such as R, Python, and SQL is essential, along with a strong understanding of database design and administration. Candidates should demonstrate problem-solving skills, knowledge of machine learning techniques, and the ability to work collaboratively with diverse teams.
Educational Background: A Master’s degree or equivalent in a quantitative field such as Computer Science, Health Information Management, or Statistics is required. This educational background should provide a solid foundation in data analysis, programming, and health informatics, equipping the candidate with the necessary skills to manage complex data systems effectively.
Experience: The position requires a minimum of 6 years of relevant experience in managing data collection and providing technical assistance. Candidates should have prior experience working with large datasets, developing data architectures, and utilizing various database management systems. Experience in the health sector, particularly in HIV/AIDS programs, is highly desirable, as is familiarity with Cameroonian public health systems and NGOs.
Languages: Fluency in both French and English is preferred for this position, as effective communication with local stakeholders and international partners is crucial. Proficiency in additional languages may be considered an asset, depending on the specific needs of the project.
Additional Notes: This position is based in Yaounde, Cameroon, and local nationals are strongly preferred. The role may require travel within Cameroon as needed.
