Job Overview:
The Senior Monitoring and Evaluation (M&E) Expert will play a crucial role in leading the M&E function within the FAO Office in Egypt. This position requires close collaboration with various stakeholders, including government entities, local authorities, NGOs, and the private sector. The expert will be responsible for the design, implementation, and continuous enhancement of the project's M&E framework. This includes developing strategic M&E work plans, customized tools, templates, and operational guidelines to ensure effective performance tracking and reporting. The role also involves overseeing M&E functions, providing updates on project progress, and conducting strategic analyses to identify bottlenecks and recommend improvements. The expert will maintain the project M&E system, design monitoring tools, and facilitate knowledge sharing through learning sessions for project partners. This position is vital for ensuring that the project meets its objectives and contributes to the overall mission of FAO in promoting food security and sustainable agricultural development.

Duties and Responsibilities:
The Senior M&E Expert will lead the design and implementation of the M&E framework for the project, ensuring that it aligns with FAO's strategic objectives. Key responsibilities include:
  • Developing and enhancing the M&E framework, including strategic work plans and operational guidelines.
  • Overseeing M&E functions and providing regular updates on project progress against the log frame and baseline assessments.
  • Producing strategic analyses and reports that highlight achievements, challenges, and recommendations for improvement.
  • Collaborating with FAO colleagues to document best practices and lessons learned.
  • Maintaining the M&E system, including tools and databases, and ensuring the continuous provision of monitoring data.
  • Leading the design and implementation of terminal evaluation studies.
  • Creating monitoring tools for facilitators and trainees to assess the impact of training activities.
  • Organizing learning sessions to promote knowledge sharing among project partners.
  • Assisting the project team in preparing implementation reports as per donor and FAO requirements. 1
  • Performing other related tasks as required.

Required Qualifications:
Candidates must possess a university degree in Statistics, Economics, or a related field. They should have at least seven years of relevant experience in leading the design and execution of independent development M&E frameworks, desk studies, or research in the monitoring arena. A strong working knowledge of both English and Arabic is essential, and candidates must be nationals of Egypt. Additionally, candidates should demonstrate excellent organizational skills, strong analytical abilities, and effective communication skills, particularly in report writing and data analysis.

Educational Background:
The position requires a university degree in a relevant field such as Statistics, Economics, or a related discipline. Candidates must have their educational qualifications recognized by the World Higher Education Database (WHED), ensuring that their degrees are from accredited institutions.

Experience:
The ideal candidate should have a minimum of seven years of experience in the field of monitoring and evaluation, specifically in leading the design and execution of M&E frameworks for development projects. This experience should include conducting desk studies and research related to development programs and advocacy in the monitoring sector. Candidates should also have a proven track record of working with inter-governmental bodies and multi-disciplinary teams.

Languages:
Proficiency in both English and Arabic is mandatory for this position, with a working knowledge level of C in both languages. This bilingual capability is crucial for effective communication and collaboration with various stakeholders in Egypt.
