Job Overview:
The Technical Officer position is integral to the WHO's efforts in combating HIV/AIDS and related communicable diseases in the Philippines. The incumbent will provide technical assistance aligned with the Philippine National AIDS Council (PNAC) and the Department of Health (DOH) eight-point action agenda on HIV/AIDS. This role involves facilitating project implementation, supporting data analysis, and enhancing health information systems. The Technical Officer will also coordinate the development of national strategies and policies, ensuring that interventions are integrated across health systems. The position requires a proactive approach to advocacy and partnership building to mobilize resources and enhance multi-sectoral collaboration in disease prevention and control.

Duties and Responsibilities:
The Technical Officer will be responsible for a variety of tasks, including but not limited to: facilitating the implementation of disease control projects, supporting the procurement of medicines and technologies, documenting and disseminating best practices, analyzing data related to HIV, STI, and viral Hepatitis, identifying disease sources, and providing recommendations for risk responses. The role also includes monitoring the national burden of diseases, coordinating the development of information systems, and supporting the management of operational research and health surveys. Additionally, the Technical Officer will leverage local knowledge to engage with the public on communicable diseases and propose community outreach activities. The position requires strong advocacy skills to build partnerships and mobilize resources effectively.

Required Qualifications:
Candidates must possess a bachelor's degree in public health, epidemiology, or a related medical field. Desirable qualifications include specialized training in HIV, STI, and viral Hepatitis. WHO only recognizes higher educational qualifications from accredited institutions listed in the World Higher Education Database (WHED).

Educational Background:
The essential educational requirement for this position is a bachelor's degree in public health, epidemiology, or another relevant medical field. Candidates with additional training or specialization in HIV, STI, and viral Hepatitis will be preferred. It is crucial that the educational qualifications are obtained from institutions recognized by the WHED, ensuring that the candidate's background meets international standards.

Experience:
A minimum of two years of relevant work experience in communicable disease control programs at the national level is essential. This experience should include work specifically related to HIV, STI, and viral Hepatitis. Desirable experience includes providing technical or program services to national health ministries and partners, as well as relevant work with WHO, UN agencies, or non-governmental organizations. Experience in an international context is also advantageous, as it demonstrates the ability to navigate diverse health systems and cultural norms.

Languages:
Expert knowledge of English is essential for this position. Proficiency in additional languages may be considered an asset, particularly if it enhances communication with local stakeholders and communities.

Additional Notes:
This position is classified as a National Professional Officer role, meaning that only applications from nationals of the Philippines will be accepted. The remuneration package includes an annual base salary starting at PHP 1,827,954, subject to mandatory deductions. Employees are entitled to 30 days of annual leave.
