Job Overview:
The Climate Finance Development Consultant will play a crucial role in supporting IOM Member States in the Middle East and North Africa (MENA) region to identify and access climate finance opportunities. This position is particularly focused on vertical funds such as the Green Climate Fund (GCF), the Adaptation Fund, and the Global Environment Facility (GEF). The consultant will be responsible for developing a pipeline of projects that align with IOM's strategic objectives and the needs of the region, particularly in the context of climate-induced mobility. The consultant will conduct a regional scoping exercise to identify financing actors and develop a comprehensive strategy for engaging with national governments and climate finance processes. The role requires a deep understanding of climate finance mechanisms and the ability to produce high-quality proposals that reflect the priorities of target countries.

Duties and Responsibilities:
The consultant will be tasked with several key deliverables, including: 1) Submission of a scoping document identifying relevant financing actors for climate mobility in the MENA region, categorized by human mobility dimensions and sectors such as migration, displacement, water, agriculture, urban resilience, and health. This document will also propose an IOM positioning strategy and a work plan for developing a regional project pipeline. 2) Preparation of a package of documents for the GCF’s Project-specific Assessment Approach for the first target country, selected through consultations with IOM. 3) Development of project Concept Notes for pipeline projects in the second and third target countries, ensuring alignment with national priorities and the requirements of climate finance mechanisms. 4) Ongoing technical support to IOM Country Missions in engaging with national governments and stakeholders to facilitate access to climate finance.

Required Qualifications:
Candidates must possess a Master’s degree in economics, environmental studies, social science, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a university degree in the aforementioned fields with seven years of relevant experience is acceptable. Applicants should demonstrate proven experience in developing concept notes and proposals for climate finance, particularly for vertical funds, and have a strong understanding of UNFCCC processes. Familiarity with climate mobility, displacement, or migration policy in the context of climate change is highly advantageous, as is experience working in the MENA region.

Educational Background:
The educational requirements for this position include a Master’s degree in a relevant field such as economics, environmental studies, or social science from an accredited academic institution. Candidates with a university degree in these fields must have a minimum of seven years of relevant professional experience. The educational background should provide a solid foundation in understanding the complexities of climate finance and its implications for migration and displacement.

Experience:
The position requires candidates to have a minimum of five years of relevant professional experience, particularly in developing concept notes and proposals for climate finance. Experience in securing funding from vertical funds is essential, as is a strong technical knowledge of the UNFCCC processes. Candidates with work experience in climate mobility, displacement, or migration policy in the context of climate change will have a distinct advantage, especially if they have experience in the MENA region at the country level.

Languages:
Fluency in English is mandatory for this position, as the consultant will be required to produce high-quality written documents and engage with diverse stakeholders. A working knowledge of Arabic or French is desirable, as it will facilitate communication with local partners and enhance the consultant's effectiveness in the MENA region. IOM's official languages include English, French, and Spanish, and proficiency in these languages will be evaluated during the selection process.

Additional Notes:
The consultancy is subject to funding confirmation and will require the candidate to be medically fit for appointment. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational accidents or illnesses.
