Job Overview:
The position involves facilitating a structured lessons learned exercise aimed at capturing experiences of cross-pillar collaboration among stakeholders in the Arab States region. The consultant will be responsible for designing and facilitating consultations, analyzing findings, and producing a final report that informs future strategies. The role requires a deep understanding of the interconnected crises faced by the region, including political instability, humanitarian emergencies, and economic fragility. The consultant will work closely with the Development Coordination Office (DCO) and the Office for the Coordination of Humanitarian Affairs (OCHA) to ensure that the lessons learned are effectively documented and disseminated, contributing to system-wide learning and adaptive responses in volatile contexts.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including:
  • Consultation Design & Facilitation: Develop a comprehensive consultation plan that outlines the methodology, tools, and guiding questions for stakeholder engagement. Facilitate structured online discussions with various stakeholders, including Resident Coordinators (RCs), Humanitarian Coordinators (HCs), and other relevant parties.
  • Analysis & Drafting: Consolidate notes from the consultations and triangulate insights from different perspectives. Prepare a draft Lessons Learned Note that captures common themes, gaps, and actionable recommendations.
  • Validation & Workshop: Design and facilitate an in-person consolidation workshop to validate findings and co-develop follow-up measures. Document the outcomes of the workshop, including any agreed-upon mechanisms for follow-up.
  • Finalization & Dissemination: Integrate feedback from participants and produce a final Lessons Learned Report along with an Executive Summary. Support the dissemination of findings across DCO, OCHA, and partner networks to ensure broad accessibility and impact.

Required Qualifications:
Candidates must possess a Master's degree in business administration, management, economics, or a related field. Additionally, they must have at least 10 years of progressively responsible experience in humanitarian, development, or peacebuilding contexts. Proven expertise in facilitation, organizational learning, and lessons learned methodologies is essential. Strong analytical and drafting skills are required, with the ability to synthesize complex multi-stakeholder processes effectively. Candidates must also demonstrate a commitment to the principles and values of the United Nations.

Educational Background:
A Master's degree in business administration, management, economics, or a related field is mandatory for this position. Experience:
