Job Overview:
The Associate Project Co-ordination Officer will play a crucial role in supporting the Conflict Prevention Centre (CPC) within the OSCE Secretariat. This position is focused on enhancing the organization's project and programme management capabilities, particularly in relation to the Unified Budget process. The incumbent will work closely with various departments, including the Office of the Secretary General, the Department of Management and Finance, and the Department of Human Resources, to develop OSCE-specific tools and guidelines that facilitate effective project management. The role requires a proactive approach to providing technical support, conducting training sessions, and ensuring that project proposals align with organizational priorities. The Associate Project Co-ordination Officer will also be responsible for drafting analytical documents and promoting best practices across the organization, thereby contributing to the continuous improvement of programme management practices.

Duties and Responsibilities:
The duties and responsibilities of the Associate Project Co-ordination Officer include:
  • Supporting the development, maintenance, and dissemination of OSCE-specific tools and guidance on project and programme management, particularly concerning the Unified Budget process.
  • Providing technical support to Executive Structures during the preparation, review, and implementation of programme budget documents, including Programme Outlines and Unified Budget Proposals.
  • Delivering training courses and coaching to Secretariat departments and field operations to promote consistent application of project and programme management practices.
  • Contributing to the review and assessment of project proposals submitted to the Programming and Evaluation Support Unit (PESU), ensuring alignment with organizational priorities.
  • Drafting analytical and policy-related documents, including reports and meeting summaries, and contributing to policy development on programme relevance and effectiveness.
  • Identifying and promoting lessons learned and good practices across the organization.
  • Maintaining working-level contact with international organizations and bilateral donors to support coordination and stay updated on developments in project and programme management.
  • Performing other related duties as assigned by the Chief of the Programming and Evaluation Support Unit.

Required Qualifications:
Candidates must possess a second-level university degree in political science, international relations, conflict prevention, law, management, economics, research methodology, or other related fields. A first-level university degree combined with two additional years of relevant experience will also be accepted. Additionally, candidates should have a minimum of two years of relevant professional experience with a governmental institution, aid agency, or international organization in programme and project management. Demonstrated knowledge of result-based management and project cycle management is essential, along with project management coaching and training capacity. Excellent communication and organizational skills are required, as well as experience in project/programme monitoring and evaluation. Candidates should also have a good understanding of international development assistance dynamics, particularly in conflict prevention and crisis management.

Educational Background:
The educational background required for this position includes a second-level university degree (Master's degree) in relevant fields such as political science, international relations, conflict prevention, law, management, or economics. Alternatively, a first-level university degree with two additional years of relevant experience will be accepted in lieu of the second-level degree.

Experience:
The position requires a minimum of two years of relevant professional experience in programme and project management. Candidates with a first-level university degree must have four years of relevant experience. Experience should be gained in a governmental institution, aid agency, or international organization, with a focus on project cycle management and result-based management.

Languages:
Excellent oral and written communication skills in English are mandatory for this position. Knowledge of additional languages is considered an asset, particularly those relevant to the OSCE's operational regions, which may enhance communication and collaboration with diverse stakeholders.

Additional Notes:
This position is classified as an international secondment, with a maximum period of service of 10 years. The contract is fixed-term and full-time, with a target start date as soon as possible. Candidates should be aware that the OSCE does not request payment at any stage of the application process and that appointments are subject to medical clearance.
