Job Overview:
The National Officer position focuses on contributing to the effective implementation of initiatives related to Decent Work in Supply Chains within the Labour Administration and Working Conditions (LAWC) cluster. The incumbent will work closely with the Technical Officer and the wider team to provide technical and programming support. This role involves enhancing collaboration and communication among tripartite constituents to support decent work in supply chains, aligning with the development frameworks of the Government of Bangladesh and the ILO. The position requires a comprehensive understanding of labor rights and supply chain dynamics, as well as the ability to engage with various stakeholders to promote policy coherence and effective labor reform initiatives. The incumbent will be responsible for designing and implementing strategies that align with the ILO's Decent Work Country Programme (DWCP) and will play a key role in promoting results-based management principles.

Duties and Responsibilities:
  • Support the design and implementation of supply chain strategies and initiatives, ensuring alignment with the LAWC cluster initiatives and the Government of Bangladesh's development frameworks.
  • Draft substantive and technical inputs for various documents, including programme framework documents, project proposals, and reports, to monitor and evaluate the LAWC cluster's technical activities.
  • Monitor and assess country development plans and priorities, proposing actions to support project implementation while staying informed about labor reforms and socio-economic developments.
  • Organize activities such as workshops and training sessions, collecting data and reporting on programme implementation while proposing corrective actions as needed.
  • Collaborate closely with the Government of Bangladesh, employer and worker representatives, and other stakeholders to provide technical assistance and enhance understanding of private sector engagement in labor practices.
  • Build and maintain partnerships with relevant stakeholders, including trade unions and civil society organizations, to facilitate effective communication and collaboration.
  • Contribute to budget preparation and project management, ensuring deliverable targets are met.
  • Participate in negotiations with stakeholders regarding project activities and funding requirements, preparing agreements with implementing partners.
  • Conduct research and analysis on private sector engagement related to labor practices, contributing to evidence-based policy recommendations. 1
  • Coordinate with other units within the LAWC cluster to increase synergies and impact, contributing to cross-cutting initiatives. 1
  • Represent the ILO in various forums under the guidance of supervisors. 1
  • Assist the Technical Officer in the overall coordination, planning, and monitoring of supply chain activities within the LAWC cluster.

Required Qualifications:
Candidates must possess a university degree in Social Sciences, Education, Economics, or a related field, with a strong knowledge of development issues, particularly in Bangladesh. A minimum of three years of professional experience in supply chains and labor rights programs is required, along with a solid understanding of development programs that engage private sector stakeholders. Proven capacity to design, deliver, monitor, and report on programs/projects in this field is essential. Experience in sectors such as aquaculture, plastics, and leather will be considered advantageous. Candidates should demonstrate effective collaboration with a wide range of stakeholders, including government agencies and civil society groups, and possess competencies in project management and financial oversight.

Educational Background:
A university degree in Social Sciences, Education, Economics, or a related field is required. Candidates should have a strong understanding of development issues, particularly those relevant to labor rights and supply chains in Bangladesh.

Experience:
The position requires at least three years of professional experience in supply chains and labor rights programs. Candidates should have a solid understanding of development programs focused on engaging private sector stakeholders for policy influencing and field interventions. Proven experience in designing, delivering, monitoring, and reporting on relevant programs/projects is essential. Additional experience in sectors such as aquaculture, plastics, and leather will be considered beneficial.

Languages:
Candidates must have an excellent command of English and Bangla. Proficiency in these languages is essential for effective communication and collaboration with stakeholders.

The position is a fixed-term contract for one year, subject to funding availability, with the possibility of renewal.
