Job Overview:
The Waste Management Consultant (Study of Solutions Phase) will report to the Head of the Brazil Office and will work closely with UN-Habitat’s operational and technical teams. The consultant's primary role is to support the implementation of a project with the Municipality of São Paulo, focusing on the revision of the Municipal Solid Waste Plan and the development of the Municipal Sanitation Plan. This position is crucial for ensuring adequate planning and proposing solutions to identified problems in solid waste management. The consultant will be responsible for analyzing the current situation, identifying key issues, and proposing sustainable solutions that will form the basis for an Action Plan and Goals. The consultant will also engage in social participation events to consolidate information and suggestions from the community.
Duties and Responsibilities:
The Waste Management Consultant will undertake a variety of responsibilities, including: 1) Analyzing the diagnosis of municipal solid waste management to identify key issues and bottlenecks; 2) Identifying priority axes for sustainable solutions; 3) Preparing proposals based on these priorities; 4) Determining technical criteria for contracts and investment plans; 5) Developing a cost calculation system for public services related to waste management; 6) Assessing and describing solutions for implementation; 7) Collaborating with the Phase 4 Consultant to ensure a smooth transition to action planning; 8) Consolidating information from social participation events; 9) Completing required training and courses, including the BSAFE security" style="border-bottom: 1px dotted #007bff !important;">security course; 10) Ensuring compliance with UN security mechanisms.
Required Qualifications:
Candidates must possess a Bachelor’s degree in Engineering, Environmental Science, Administration, or related fields. A postgraduate degree in Waste Management, Engineering, Environmental Science, or related fields is also required, or alternatively, four additional years of relevant experience beyond the basic requirement. Candidates should have a minimum of five years of experience in waste management, with a strong background in developing studies, projects, and technical assessments related to waste management. Experience in environmental forecasting and project management is desirable, as is previous experience within the UN System.
Educational Background:
The educational requirements for this position include a Bachelor’s degree in relevant fields such as Engineering, Environmental Science, or Administration. Additionally, a postgraduate degree (either Lato Sensu or Stricto Sensu) in Waste Management or related fields is required. If the candidate does not possess a postgraduate degree, they must have four additional years of relevant experience in lieu of this requirement.
Experience:
The position requires a minimum of five years of professional experience in waste management. Candidates should have experience in developing studies, projects, and technical assessments related to waste management. Desirable experience includes defining environmental forecasts and project management, as well as familiarity with the UN System.
Languages:
Fluency in Portuguese is mandatory for this position. Working knowledge of English and Spanish is desirable, as English and French are the working languages of the United Nations Secretariat, while Spanish is the working language of the Regional Office.
Additional Notes:
The contract for this position is expected to last for six months, with the possibility of extension subject to funding and performance. The consultant will be appointed on a local basis, and only nationals from Brazil or candidates with a permanent visa in Brazil may apply. The total remuneration for the consultant is BRL 63,546.00, distributed across three payments based on the delivery of specific products. Travel may be required for the role, and all missions will be coordinated and financed by UN-Habitat according to UN travel rules.
