ACAPS is dedicated to helping humanitarians make better decisions by putting evidence at the heart of decision-making. The organization collaborates with various partners across the humanitarian sector and beyond, striving to provide independent analysis to support evidence-based decision-making for humanitarian operations. ACAPS also focuses on deploying experts to support assessments and analysis in crises, collecting reliable and timely data, and conducting rigorous analysis. Initially hosted by the Norwegian Refugee Council (NRC), ACAPS is transitioning to an independent entity registered in The Hague, Netherlands, with the transition expected to be completed by December 202

Job Overview:
The Finance Manager is responsible for providing comprehensive financial management support to ACAPS, which includes strategic planning and ensuring compliance across all operations. This role leverages expertise in ERP systems, donor relations, and financial analysis to provide global support to the organization. The Finance Manager will work closely with various teams within ACAPS, including the Finance Unit, Grants Team, Budget Holders, and Admin and Procurement Team, as well as external stakeholders such as donors and auditors. The post-holder will be instrumental in developing the financial management function in line with these values.

Duties and Responsibilities:
The Finance Manager will have a range of responsibilities, including ensuring adherence to policies, tools, handbooks, and guidelines, as well as maintaining overall budget control over attributed budgets and grants. The role involves preparing and developing status reports as required by management and ensuring proper filing of financial documents. Specific responsibilities include leading the financial management of attributed grants throughout the project cycle, preparing for financial donor audits, conducting financial reviews, and supporting Budget Holders in financial discussions with donors. The Finance Manager will also be responsible for checking that expenses are accurately booked to the appropriate projects, preparing balance sheet schedules, reviewing bank reconciliations, and monitoring cash flow levels. Additionally, the role includes capacity building and mentoring of finance and non-finance staff in finance-related matters, participating in the development of the ACAPS Master budget, and performing other duties as appropriate within the department.

Required Qualifications:
Candidates must possess recognized professional and academic qualifications, with a minimum of 8 years of relevant work experience. Experience in complex and volatile contexts, particularly in humanitarian settings, is desirable. The ideal candidate should have experience in ERP system implementation (such as Agresso, Sage, or Sun System), financial analysis, and donor compliance. Proficiency in developing financial tools and systems for budgeting, monitoring, and reporting is essential, along with excellent time management skills and the ability to organize multiple tasks effectively. Strong problem-solving skills and fluency in English, both written and verbal, are mandatory, while fluency in Dutch is considered an asset.
