Job Overview:
The Network Operational Concepts Evolution (ATM) expert position is pivotal within the Network Management Directorate at EUROCONTROL. The selected candidate will provide essential technical expertise and guidance to support the development, review, and monitoring of the Network Strategy Plan and related operational concepts. This role involves contributing to operational analyses, proposing improvements, and developing solutions that align with stakeholder needs and regulatory requirements. The expert will also be responsible for ensuring that the operational requirements for the integrated Network Manager system are well-defined and meet the organization’s objectives. The position requires a proactive approach to identifying operational needs and trends in European ATM developments, preparing comprehensive reports, and engaging with various stakeholders to facilitate the implementation of network and local ATM concepts.

Duties and Responsibilities:
The duties and responsibilities of the Network Operational Concepts Evolution (ATM) expert include:
  • Providing technical expertise and guidance for the maintenance, review, and monitoring of the Network Strategy Plan (NSP).
  • Coordinating the development and review of the Network Operational Concept (CONOPS) and ensuring alignment with other operational concepts.
  • Defining and breaking down network conceptual elements in the network roadmaps.
  • Engaging with internal and external stakeholders, including airports and air navigation service providers, to develop and implement ATM concepts.
  • Identifying and assessing operational needs to contribute to the development of iNM requirements.
  • Conducting analyses on European ATM operational and technical developments and preparing relevant reports and materials.
  • Contributing to the preparation of working papers, presentations, and technical documents.
  • Carrying out additional tasks as required to fulfill the main purpose of the job.

Required Qualifications:
Candidates must meet one of the following qualifications:
  • Completion of third-level studies in a relevant field at European Qualifications Framework (EQF) Level 7 with at least 3 years of relevant professional experience.
  • Completion of third-level studies in a relevant field at EQF Level 6 with at least 4 years of relevant professional experience.
  • Professional training (e.g., ATCO) of an equivalent level with at least 3 years of relevant professional experience. An ATCO or ATSEP license is considered an asset. Candidates should also have experience in developing Air Traffic Management (ATM) concepts and operational requirements, as well as an understanding of network concepts and aviation needs.

Educational Background:
The educational background required for this position includes completion of third-level studies in a relevant field, which must meet the European Qualifications Framework (EQF) Level 6 or
  • This educational requirement ensures that candidates possess the necessary theoretical knowledge and practical skills relevant to the role. Candidates with professional training equivalent to these educational levels may also be considered, particularly those with an ATCO or ATSEP license, which would enhance their suitability for the position.

Experience:
The position requires candidates to have a minimum of 3 to 4 years of relevant professional experience, depending on their educational qualifications. This experience should ideally be in areas related to Air Traffic Management (ATM) concepts, operational requirements, or ATM strategy development. Candidates should demonstrate a strong understanding of network concepts and the operational changes that impact network performance, particularly in relation to Trajectory Based Operations (TBO).

Languages:
Proficiency in English at level C1 is mandatory for this position, as it is one of the working languages of the Agency. Additionally, candidates must be able to become at least a basic user of French at level A1 before the end of their probation period. This bilingual requirement reflects the multicultural environment of EUROCONTROL and the need for effective communication with diverse stakeholders.

Additional Notes:
The position is offered as a full-time role with a contract duration of 5 years, which may be extended or converted into an undetermined contract based on performance and organizational needs. The selected candidate will be required to complete a probationary period of nine months. The role operates under a hybrid working model, allowing for a combination of onsite and remote work, although full-time remote work is not permitted.
