Job Overview:
The Program Manager is a strategic and results-oriented leader responsible for the successful implementation of key projects in Gaza. This role requires strong leadership, problem-solving abilities, and cross-functional collaboration, ensuring adherence to donor requirements and timely, high-quality reporting. The Program Manager will lead comprehensive planning and execution of all Gaza-based projects, fostering collaboration both internally and externally to ensure successful, timely, and compliant project delivery. The ideal candidate will be accustomed to the fast-paced nature of emergency response programming, possess experience in leading diverse teams, and excel at building and strengthening relationships with external stakeholders.

Duties and Responsibilities:
The Program Manager will manage a complex and diverse portfolio of emergency programs, ensuring alignment with RI's strategic objectives and donor requirements. Key responsibilities include overseeing program budgets, ensuring compliance with regulations, leading and motivating a multi-disciplinary team, and managing partnerships related to assigned projects. The role involves leading the implementation of all project components, ensuring effective, timely, and budget-compliant delivery of project milestones. The Program Manager will also be responsible for financial, administrative, and operational management of projects, acting as the budget holder, conducting regular budget monitoring, and ensuring program quality in coordination with technical advisors. Additionally, the Program Manager will develop donor reports, facilitate internal communication, manage project partners, engage in program development, and support monitoring and evaluation efforts to adapt programming as needed.

Required Qualifications:
Candidates must possess a Master's level education in a relevant field or a bachelor's degree with equivalent work experience. A minimum of 3-5 years of progressive experience in project management, preferably in health projects within emergency or conflict settings, is essential. Strong knowledge of regulations and experience implementing programs funded by ECHO, UN agencies, and other donors is required. Excellent organizational, budget management, project management, communication, and writing skills are necessary, along with leadership abilities to supervise and motivate staff. Experience working with local and international partners, conducting capacity-building activities, and the ability to work independently while managing time efficiently are also critical. Proficiency in English and Arabic is mandatory.

Educational Background:
The position requires a Master's level education in a relevant field, or a bachelor's degree with commensurate work experience. This educational background should provide the necessary theoretical and practical knowledge to effectively manage projects in complex environments, particularly in health-related fields.

Experience:
Candidates should have 3-5 years of progressive experience in project management, ideally within health projects and in emergency or conflict settings. This experience should demonstrate the ability to lead diverse teams, manage complex projects, and navigate the challenges associated with emergency response programming.

Languages:
Fluency in English, both oral and written, is mandatory for this position. Proficiency in Arabic is also required, as it is essential for effective communication with local stakeholders and team members. Additional language skills may be considered an asset but are not mandatory.

Additional Notes:
This position involves a significant amount of travel, approximately 50% of the time, and is classified as requiring pre-employment checks and enhanced due diligence. The role is full-time and includes budget responsibility, with direct reports to the Gaza Area Director. The Program Manager will be expected to maintain high standards of behavior and conduct, promoting the values outlined in RI's code of conduct and safeguarding policies.
