Job Overview: The Project Management Officer position is crucial for ensuring effective management of WHO's projects in Sudan, particularly in the context of health and nutrition services. The officer will be responsible for providing technical support throughout the program management cycle, which includes grants management, budget oversight, work planning, and monitoring and evaluation of work plans. This role requires collaboration with various teams to ensure timely implementation of activities and procurement processes. The officer will also coordinate project management meetings, develop innovative solutions for health emergencies, and contribute to proposal development for securing funding. The position demands a proactive approach to managing resources and ensuring alignment with WHO's strategic objectives in Sudan.
Duties and Responsibilities:
Provide comprehensive technical support for the management cycle of WHO projects, including grants management, budget oversight, and work planning.
Collaborate with technical leads and logistics teams to monitor implementation rates and ensure timely execution of activities.
Ensure proper use of funds and alignment of expenditures with approved agreements, preparing accurate donor reports.
Coordinate the planning and preparation of monitoring and evaluation reports, proposals, and advocacy documents.
Facilitate project management meetings and ensure timely reporting and follow-up on action points.
Develop innovative solutions for health emergencies in line with WHO's operational procedures.
Support integrated approaches and cross-program collaboration in the results-based management cycle.
Perform additional duties as assigned by the functional supervisor.
Required Qualifications: Essential qualifications include a Bachelor's degree in management, administration, health policy/planning, economics, social development, social sciences, or international relations. Desirable qualifications include formal training in project management. Candidates must demonstrate proven knowledge of project management practices, budgetary processes, and the ability to develop improved systems. Strong analytical skills and expertise in project design, monitoring, and evaluation are also required. Excellent communication skills for report writing and persuasive documentation are essential.
Educational Background: Candidates must possess a Bachelor's degree in a relevant field such as management, administration, health policy/planning, economics, social development, social sciences, or international relations. Additional formal training in project management is desirable and can enhance a candidate's profile.
Experience: Candidates should have a minimum of five years of experience in project management, with proven international exposure. This includes experience in resource mobilization, reporting to stakeholders, and producing external communications. Related experience in outbreak contexts or emergency programs is essential. Desirable experience includes working with WHO, other UN agencies, Health Cluster Partners, recognized humanitarian organizations, or relevant NGOs.
Languages: Expert knowledge of English is essential for this position. Intermediate knowledge of French is desirable and can be beneficial in a multilingual work environment.
Additional Notes: The position is full-time and may involve changes in duty station and responsibilities based on program needs. WHO offers a competitive salary starting at USD 70,212 annually, with additional benefits including a variable post adjustment, annual leave, allowances for dependents, home leave, and an education grant for children.
