Job Overview: The Senior Technical Officer Quality Improvement will play a crucial role in implementing essential HIV services for at-risk adults, children, and people living with HIV in high-risk areas of the Haut-Katanga and Lualaba provinces. This position is vital for addressing critical gaps in access to HIV services and ensuring the continuity of essential activities in these regions. The officer will be responsible for leading quality improvement initiatives, analyzing data, and collaborating with local health partners to enhance the quality of HIV care. The role requires a proactive approach to identify barriers to desired outcomes and implement changes to improve service delivery continuously. The officer will also contribute to the design and integration of HIV interventions based on community needs and evidence-based practices, ensuring that the program meets its objectives effectively.
Duties and Responsibilities: The Senior Technical Officer will be responsible for driving the project and supported sites towards continuous quality improvement by organizing activities that identify obstacles to desired client outcomes and implementing changes to enhance service delivery. Key responsibilities include:
Establishing and operationalizing Quality Improvement Teams (QITs) at project-supported sites in Lualaba.
Supporting sites in adhering to recommendations from PEPFAR during SIMS visits.
Analyzing quality improvement activity data and presenting findings during quarterly or annual reviews.
Assisting key stakeholders at the site and health zone levels to improve reporting tools, data collection, validation, analysis, and decision-making processes using simple performance visualization tools.
Contributing to the design, integration, and implementation of HIV/AIDS interventions tailored to the general population's needs and the capacities of implementing partners.
Evaluating the effectiveness of technical interventions and making continuous improvement recommendations.
Ensuring high-quality results in line with the objectives outlined in the work plan.
Coordinating with FHI 360/HQ technical expertise to meet local organizations' technical assistance needs.
Performing any other tasks as assigned by the Senior Technical Officer Quality Improvement.
Required Qualifications: Candidates must possess a Master's degree in Public Health or a related field, or an equivalent qualification, with a preference for a Doctorate in Medicine. A minimum of 5 years of progressive professional experience in the technical design and management of programs related to key populations and HIV is required. Proven expertise in Quality Improvement and HIV/AIDS control strategies is essential. Candidates should have a solid understanding of the Congolese health system and the international and local NGOs involved in the national HIV/AIDS response. Familiarity with PEPFAR's master plan for programs targeting at-risk populations and the WHO and UNAIDS objectives related to the 95-95-95 targets and the HIV prevention, diagnosis, care, and treatment cascade is also necessary. The ability to prioritize tasks, meet deadlines, and organize training and mentoring sessions is crucial.
Educational Background: The educational background required for this position includes a Master's degree in Public Health or a related field. A Doctorate in Medicine is preferred. Candidates should also have relevant certifications or training that demonstrate their expertise in public health and HIV/AIDS management.
Experience: The position requires at least 5 years of professional experience with increasing responsibility in the design and technical management of programs related to key populations and HIV. Candidates should have a proven track record of leading quality improvement initiatives and working with health systems, particularly in the context of HIV/AIDS.
Languages: Fluency in French is mandatory, as it is the primary language of communication in the Democratic Republic of the Congo. Proficiency in English is considered an asset and may be beneficial for collaboration with international partners and stakeholders.
Additional Notes: This is a local fixed-term contract position with a duration of 3 months, extendable until December 2025, depending on performance and funding availability.
