Job Overview:
As a Communication, Navigation and Surveillance (CNS) Monitoring Expert, the selected candidate will play a crucial role in providing technical expertise and guidance on CNS activities, particularly focusing on the performance analysis of surveillance systems. This position requires collaboration with external suppliers and stakeholders, ensuring that the development of technical specifications aligns with user and stakeholder requirements. The expert will also be responsible for monitoring system performance, conducting data analysis, and contributing to the evolution of standards and analysis tools. The role is integral to the Network Management Directorate, which manages European infrastructure deployment projects and aims to realize the SES digital sky. The successful candidate will work within a hybrid model, balancing onsite presence with remote work opportunities, while ensuring that all tasks align with business needs and managerial approval.

Duties and Responsibilities:
The duties and responsibilities of the CNS Monitoring Expert include:
  • Providing technical expertise and guidance on CNS activities, focusing on surveillance system performance analysis.
  • Overseeing the development and maintenance of tools and products, including sub-contracted tasks.
  • Preparing technical specifications and conducting system evaluations and acceptance tests.
  • Ensuring that the evolution of the system meets user and stakeholder requirements.
  • Producing and contributing to technical documentation and reports, including the definition of requirements.
  • Monitoring system performance and performing data analysis to support the evolution of standards and analysis tools.
  • Contributing to tender specifications and evaluating offers.
  • Monitoring contract performance, identifying issues, and ensuring adherence to contractual requirements.
  • Collaborating with external suppliers and stakeholders, providing support on CNS-related topics, particularly surveillance. 1
  • Participating in working groups to ensure alignment between surveillance standards and tools. 1
  • Staying updated on the latest technological developments, methods, best practices, and trends, and sharing this knowledge within the organization. 1
  • Carrying out any other tasks in line with the main purpose of the job.

Required Qualifications:
Candidates must fulfill one of the following requirements:
  • Completion of third-level studies in a relevant domain (e.g., Computer Science, Physics, Engineering, Mathematics) meeting European Qualifications Framework (EQF) Level 7 or higher (Master’s degree or equivalent) with a minimum of 3 years of relevant professional experience.
  • Completion of third-level studies in a relevant domain (e.g., Computer Science, Physics, Engineering, Mathematics) meeting EQF Level 6 or higher (Bachelor’s degree or equivalent) with a minimum of 4 years of relevant professional experience. A specialization in ATM surveillance will be considered an asset, as will surveillance engineering training with a manufacturer or ANSP training center. Candidates should also have experience and/or knowledge in aeronautical Communication, Navigation, or Surveillance systems specification, installation, operation, and/or maintenance, as well as experience in CNS performance evaluation.

Educational Background:
The educational background required for this position includes a completed degree in a relevant field such as Computer Science, Physics, Engineering, or Mathematics. Candidates must meet the European Qualifications Framework (EQF) Level 6 or 7, which corresponds to a Bachelor’s or Master’s degree, respectively. Specialized training in ATM surveillance or related fields will be considered advantageous and may enhance a candidate's application.

Experience:
The position requires candidates to have a minimum of 3 to 4 years of relevant professional experience, depending on their educational qualifications. This experience should include knowledge and practical application of aeronautical Communication, Navigation, or Surveillance systems, as well as experience in performance evaluation of these systems. Candidates should demonstrate a strong understanding of the evolution of Air Traffic Management (ATM) and CNS systems, along with technical writing skills and analytical thinking capabilities.

Languages:
The working languages of EUROCONTROL are English and French. For this position, candidates must be proficient in English at level C
  • Additionally, the selected candidate will be required to achieve a basic user level of French at level A1/A2 before the end of the probation period. This language proficiency is essential for effective communication within the multinational and multicultural environment of the organization.

Additional Notes:
The selected candidate will be offered a contract for a duration of 5 years, with the possibility of renewal for a total duration of up to 9 years or conversion into an undetermined contract.
