Job Overview: The Monitoring and Evaluation (M&E) Associate position is critical within the UNDP framework, particularly in the context of the Palestinian territories. This role involves supporting the development and application of effective M&E tools and methodologies to enhance performance, learning, and impact across UNDP interventions. The M&E Associate will work closely with the Portfolio Analyst and Project Manager to ensure that monitoring and evaluation systems are effectively planned and implemented. The position requires a proactive approach to data collection and analysis, ensuring that all activities align with UNDP's Results-Based Management (RBM) framework. The M&E Associate will also be responsible for integrating gender and protection perspectives into all M&E activities, ensuring inclusivity in data collection processes.
Duties and Responsibilities: The M&E Associate will undertake a variety of functions, including but not limited to: planning and implementing M&E systems, developing M&E plans based on project theories of change, collecting and compiling baseline data, conducting regular monitoring activities, designing post-completion M&E tools, documenting M&E activities, sharing findings with technical teams, participating in field visits, ensuring compliance with corporate requirements, developing work plans for monitoring activities, making logistical arrangements for field visits, providing monitoring reports, facilitating external evaluation missions, contributing to knowledge management, and preparing regular monitoring reports. The role also involves identifying good practices and lessons learned, developing capacity development tools, monitoring social and environmental impacts, and participating in the preparation of donor reports.
Required Qualifications: Candidates must possess strong analytical skills, excellent communication abilities, and a solid understanding of monitoring and evaluation principles. Familiarity with the UNDP's Results-Based Management framework is essential. The ideal candidate should demonstrate adaptability, creativity, and professionalism in their approach to work. Additionally, the ability to work collaboratively with diverse teams and stakeholders is crucial for success in this role.
Educational Background: A bachelor's degree in social sciences, development studies, or a related field is required. Advanced degrees or certifications in monitoring and evaluation, project management, or related disciplines are highly desirable and may enhance a candidate's qualifications for the position.
Experience: Candidates should have a minimum of two years of relevant experience in monitoring and evaluation, preferably within the context of international development or humanitarian assistance. Experience working in the Palestinian territories or similar contexts is an advantage. Familiarity with data collection methodologies, qualitative and quantitative analysis, and reporting is essential for this role.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Arabic is highly desirable, as it will facilitate communication and data collection within the local context. Additional language skills may be beneficial but are not required.
Additional Notes: This position is a national UN Volunteer assignment, and the volunteer will be responsible for arranging their own housing and living essentials. The contract is for six months, with the possibility of extensions based on funding availability and performance. A Volunteer Living Allowance (VLA) of 6,220 ILS is provided monthly to cover housing, utilities, and living expenses. The position includes life, health, and permanent disability insurance, as well as health insurance for up to three dependents and an exit allowance for satisfactory service.
