Job Overview:
The Technical Officer – Shelter & NFIs will play a crucial role in supporting the planning, implementation, and monitoring of shelter and non-food item (NFI) interventions in communities affected by conflict. This position requires a strong focus on providing technical guidance and ensuring quality and accountability in service delivery. The officer will be responsible for conducting needs assessments, developing strategies, and overseeing the implementation of activities in collaboration with various partners. The role also involves training field teams and community members on best practices in shelter construction and NFI usage, ensuring that all interventions are culturally appropriate and meet humanitarian standards. The Technical Officer will also be expected to actively participate in sector coordination meetings and liaise with local authorities and stakeholders to facilitate effective project execution.

Duties and Responsibilities:
The Technical Officer will have a comprehensive set of responsibilities, including but not limited to: conducting shelter and NFI needs assessments in target communities; contributing to the development of shelter and NFI strategies and work plans; overseeing the implementation of shelter and NFI activities by consortium partners; ensuring compliance with donor requirements and humanitarian standards; monitoring project progress and providing timely reports; providing technical guidance to field teams and implementing partners; training staff and community members on shelter construction techniques and NFI usage; ensuring safety, durability, and cultural appropriateness of shelter solutions; participating in sector coordination meetings (Shelter/NFI Cluster); liaising with local authorities, community leaders, and other stakeholders; collaborating with logistics and procurement teams for timely delivery of materials; promoting beneficiary feedback mechanisms; documenting lessons learned and best practices; and supporting evaluations and contributing to donor reporting.

Required Qualifications:
Candidates must possess a Bachelor’s degree in civil engineering, architecture, or a related field. A Master’s degree in a related field is preferred, along with a minimum of 5-7 years of experience in humanitarian shelter and NFI programming. Candidates with a Master’s degree should have 3-5 years of relevant experience. Familiarity with humanitarian standards and coordination mechanisms is essential, as well as strong communication and organizational skills. Experience working in Northeast Nigeria or similar contexts is considered an asset.

Educational Background:
The position requires a Bachelor’s degree in civil engineering, architecture, or a related field. A Master’s degree in a relevant discipline is highly desirable and may substitute for some years of required experience. The educational background should provide a solid foundation in the principles of engineering or architecture as they relate to humanitarian contexts.

Experience:
The ideal candidate should have a minimum of 5-7 years of experience in humanitarian shelter and NFI programming. Candidates with a Master’s degree may qualify with 3-5 years of experience. Experience in the Northeast Nigeria region or similar conflict-affected areas is preferred, as it provides valuable insights into the unique challenges faced in these environments.

Languages:
Proficiency in English is mandatory, as it is the primary language of communication within the organization and with stakeholders. Knowledge of local languages spoken in the region may be advantageous and is considered a good-to-have skill, as it can enhance communication with community members and local authorities.
