Job Overview:
The Shelter Cluster Information Management Officer plays a vital role in the effective management of data related to shelter assistance in East Jerusalem and the West Bank. This position is crucial for ensuring that the data provided to the cluster Information Coordinator and coordination-team" style="border-bottom: 1px dotted #007bff !important;">coordination team is timely, accurate, and relevant to the needs of the affected populations. The officer is expected to analyze, verify, and prepare reports that align with the identified needs in the region, thereby supporting effective decision-making and coordination across various teams. The role involves developing user-friendly reporting formats that include provisions for gender disaggregation and vulnerable groups, promoting the use of these tools among stakeholders, and ensuring that information is shared effectively with all concerned parties. The officer will also be responsible for maintaining the Shelter Cluster database and website, ensuring that they are up-to-date and contain accurate information.

Duties and Responsibilities:
  • Ensure that projects target beneficiaries most in need and explore new ways to assist them effectively.
  • Prepare periodic progress reports and other necessary documentation.
  • Facilitate capacity building of partners and transfer key skills to enhance their capabilities.
  • Promote the rights of beneficiaries in accordance with the advocacy strategy.
  • Develop simple, user-friendly shelter assistance reporting formats that include gender disaggregation and cater to vulnerable groups.
  • Train shelter assistance providers and stakeholders on the use of developed reporting tools.
  • Implement methods to share information on shelter needs and solutions with stakeholders and the affected population, ensuring accessibility in local languages and English.
  • Coordinate with other cluster and OCHA information officers to ensure complementarity and cross-sectoral analysis of disaster response information.
  • Provide accurate information for advocacy activities, including producing regular Fact Sheets. 1
  • Manage the Shelter Cluster – Palestine database and website, ensuring they are current and accurate.

Required Qualifications:
  • Strong experience in data visualization, particularly with Power BI.
  • Proficiency in website development using programming languages such as ASP.NET, C#, etc.
  • Strong website management skills.
  • Knowledge of the context in Palestine is essential.
  • Intermediate level of English, both written and verbal, is required.

Educational Background:
A degree in Computer Science or a relevant field from a recognized university or college is required for this position. This educational background is essential to ensure that the candidate possesses the necessary technical skills and knowledge to perform the duties effectively.

Experience:
Candidates should have at least 3 years of experience working in data management, analysis, and reporting. This experience is crucial for ensuring that the officer can handle the responsibilities of the position effectively and contribute to the overall goals of the Shelter Cluster.

Languages:
The mandatory language for this position is English, with an intermediate level required for both written and verbal communication. Knowledge of additional languages, particularly those spoken in the local context, would be considered an asset and beneficial for effective communication with stakeholders and the affected population.

Additional Notes:
The position is based in the West Bank and is classified as Grade (05) Step (01). The contract duration is for 12 months, renewable based on the needs of the position, available funding, and performance.
