Job Overview:
The Emergency Response Manager (ERM PM) is responsible for implementing and achieving the objectives of the rapid response mechanism in West and Central Darfur as outlined in the proposals. This role involves leading and deploying for rapid needs assessments and implementing SI's emergency response across various sectors, including WASH (Water, Sanitation, and Hygiene), Multi-Purpose Cash Assistance (MPCA), and NFI/Shelter distributions. The ERM PM will oversee recruitment, ensure proper induction and capacity building for emergency team members, and guarantee the quality and execution of the implemented programs. The position requires close collaboration with the Deputy Field Coordinator to understand the context, implement emergency responses in key areas, and build acceptance with communities while addressing the critical needs of the populations.

Duties and Responsibilities:
  • Implement and achieve the rapid response mechanism objectives in West and Central Darfur.
  • Lead and conduct rapid needs assessments to identify urgent needs in the affected areas.
  • Launch and implement emergency responses across WASH, MPCA, and NFI/Shelter sectors.
  • Recruit and train emergency team members, ensuring they are well-inducted and equipped for their roles.
  • Supervise the emergency team to ensure effective program execution and quality.
  • Suggest adjustments or developments to programs to maintain relevance and effectiveness.
  • Work closely with the Deputy Field Coordinator to understand the local context and develop strategies for emergency response.
  • Strengthen coordination with consortium partners and ensure collaborative implementation of programs.
  • Assess newly accessible areas and implement ERM activities accordingly. 1
  • Contribute to the development and implementation of an emergency strategy across SI bases in Darfur. 1

Required Qualifications:
  • Bachelor’s or Master’s degree in a relevant field.
  • Proven working experience with an International Non-Governmental Organization (INGO) in a similar position is required.
  • Experience with Solidarités International (SI) is considered an asset.
  • A minimum of 3-4 years of experience in the humanitarian sector.
  • 0-2 years of experience in a similar position.

Educational Background:
Candidates must possess a Bachelor’s or Master’s degree in a relevant field, which provides the necessary theoretical foundation and practical skills for managing emergency response programs effectively.

Experience:
The position requires a minimum of 3-4 years of experience in the humanitarian sector, with at least 0-2 years in a similar role. This experience should include managing WASH programs and conducting rapid needs assessments and emergency response activities.

Languages:
Fluency in English is mandatory for this position. Proficiency in Arabic is considered an asset, as it would facilitate communication with local communities and stakeholders.

The contract is a short-term position with a duration of 6 months, starting from 10/11/202
  • The position is based in Zalingei, Central Darfur, where the security situation is unstable and may vary depending on the area of intervention. The salary for this position starts from EUR 2310 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly Per Diem of USD 750 is provided, along with coverage for accommodation and travel expenses. During the assignment, a break system is implemented, allowing for time off every three months, with an additional rest day granted for each month worked. Expatriates benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. Living conditions in Zalingei are of good standard, but social life is limited to interactions with other NGO staff. Curfews are enforced in Darfur bases, and access to local food is available. Field interventions may involve more humble living conditions.
