Job Overview:
The Monitoring and Evaluation Officer SC8 will play a crucial role in the SANAD Emergency Safety Nets Project, which aims to support households in Sudan facing unprecedented levels of food insecurity. The officer will be responsible for providing technical support on monitoring and evaluation (M&E) activities, implementing M&E assignments, and contributing to the design and implementation of assessments and surveys. This position requires a proactive approach to ensure the successful implementation of the SANAD Project, which aims to assist 552,500 beneficiaries across eight states with cash assistance for twelve months. The officer will work closely with the Project Coordinator and the Country Office Head of Monitoring and Evaluation, ensuring that all M&E processes are effectively executed and documented. The role demands a strong analytical mindset, excellent communication skills, and the ability to collaborate with various stakeholders to enhance learning and accountability within the project.

Duties and Responsibilities:
  • Provide technical support on Monitoring and Evaluation activities of the SANAD Project.
  • Implement M&E assignments, including designing monitoring exercises and instruments, ensuring their effective implementation for the successful execution of the SANAD Project.
  • Contribute to the identification and profiling of SANAD implementing partners, localities, and communities, facilitating the selection of beneficiaries.
  • Technically contribute to the design and implementation of assessments, surveys, or impact evaluations of the SANAD project, including data collection, curation, analysis, and timely reporting.
  • Prepare M&E technical reports related to SANAD, conduct data analysis, and make strategic recommendations to the SANAD Project management.
  • Liaise effectively with SANAD implementing partners to enable collaboration, implementation, accountability, and learning in M&E.
  • Develop innovative M&E processes and initiatives to facilitate learning from SANAD M&E activities.
  • Maintain and regularly update the SANAD Project Implementation Manual on all M&E processes, procedures, and initiatives.
  • Contribute to technical reports and publications from M&E activities around the SANAD project and other related endeavors at the Country Office. 1
  • Perform other M&E-related technical duties as deemed essential by the Project Manager.

Required Qualifications:
Candidates must possess a university degree in disciplines such as Economics, Development Economics, Development Studies, or related fields. Additionally, candidates should have a strong understanding of social safety net systems, particularly in the context of Sudan, which is considered an added advantage. The role requires excellent analytical skills, the ability to compile and interpret both quantitative and qualitative data, and proficiency in preparing timely technical reports with plausible scientific conclusions and recommendations. Strong interpersonal skills and teamwork are essential for achieving team success, along with a good command of MS Office and strong data analytical skills.

Educational Background:
A university degree in one of the following disciplines is required: Economics, Development Economics, Development Studies, or other related fields. This educational background is crucial for understanding the complexities of monitoring and evaluation in humanitarian projects, particularly in the context of food security and social safety nets.

Experience:
Candidates should have at least 3 years of postgraduate professional experience in a Monitoring and Evaluation position with an international organization. Experience with social safety net systems, especially in Sudan, is highly desirable and will enhance the candidate's ability to contribute effectively to the SANAD Project.

Languages:
Excellent written and spoken English is mandatory for this position. Knowledge of Arabic is considered an advantage, as it will facilitate communication with local stakeholders and beneficiaries, enhancing the effectiveness of monitoring and evaluation activities.

The position is full-time and involves working in a challenging environment due to the ongoing crisis in Sudan. The successful candidate should be willing to travel, including to remote project locations in Sudan, on short notice.
