Job Overview:
The Talent Acquisition & Job Design Expert will play a pivotal role within the Directorate of People, specifically in the Workforce Planning & Talent Acquisition Unit. This position is designed for an individual who will contribute significantly to the design, review, and implementation of HR policies and processes that relate to job design, workforce planning, and talent acquisition. The expert will provide guidance to ensure compliance with relevant rules and best practices while chairing selection panels to identify top talent. The role requires a proactive approach to developing and managing a talent pipeline, sourcing diverse candidates, and collaborating with business stakeholders to assess recruiting needs. The expert will also analyze HR data to provide recommendations that enhance the organization's competitiveness in attracting and retaining talent. Staying updated on market trends and participating in talent events will be essential for continuous improvement in talent acquisition strategies.

Duties and Responsibilities:
The selected candidate will be responsible for a variety of tasks, including:
  • Designing, reviewing, and implementing HR policies related to job design and talent acquisition.
  • Chairing selection panels and overseeing the recruitment process, including application screening, interviews, and assessments.
  • Developing and managing a talent pipeline by sourcing candidates through various platforms.
  • Collaborating with managers to analyze and update job descriptions and ensure equitable evaluations.
  • Assessing current and future recruiting needs in collaboration with business stakeholders.
  • Analyzing HR data to provide insights and recommendations for improving talent acquisition processes.
  • Participating in talent events and workshops to build professional networks.
  • Carrying out additional tasks as required to fulfill the main purpose of the job.

Required Qualifications:
Candidates must possess either a completion of third-level studies in a relevant field such as HR, Psychology, or Business Administration at EQF Level 7 with a minimum of 3 years of relevant professional experience in Human Resources, or completion of studies at EQF Level 6 with at least 4 years of relevant experience. Experience in recruitment selection methods, full cycle talent acquisition processes, and job design is essential. Familiarity with social platforms and online recruitment tools is also required. Knowledge of current industry trends in talent acquisition is crucial, and experience in job evaluation methodology and organizational design would be advantageous. Candidates should demonstrate strong drafting skills in English, analytical thinking, effective communication, influencing abilities, and organizational awareness.

Educational Background:
The educational background required for this position includes a degree in a relevant field such as Human Resources, Psychology, or Business Administration. The degree must meet the European Qualifications Framework (EQF) standards, with Level 7 being preferred. Candidates with Level 6 qualifications may also be considered if they have the requisite professional experience. The educational qualifications must be validated, and candidates may be required to provide documentary evidence confirming their qualifications during the application process.

Experience:
The position requires a minimum of 3 years of relevant professional experience in Human Resources for candidates with a Level 7 qualification, or 4 years for those with a Level 6 qualification. Experience must include both job design and recruitment processes. Candidates should have a proven track record in using recruitment selection methods and managing full cycle talent acquisition. Experience in job analysis, job descriptions, and job evaluation is also necessary, along with familiarity with social platforms and online recruitment tools.

Languages:
Proficiency in English at level C1 is mandatory for this position, as it is one of the working languages of the Agency. Candidates must also be able to become a basic user of French at level A1 before the end of the probation period. This requirement aligns with the Common European Framework of References for languages (CEFR), ensuring effective communication within the multinational and multicultural environment of EUROCONTROL.

Additional Notes:
The position is offered as a full-time role with a contract duration of 5 years, which may be extended or converted into an undetermined contract based on performance and organizational needs.
