For more information on MSI, please visit our website at Project Summary: The Colombia Monitoring, Evaluation, and Learning (MEL) Activity provides USAID/Colombia with technical and Advisory Services related to the MEL of USAID/Colombia projects and activities. To support this purpose, Panagora Group and its subcontractor Management Systems International (MSI) will provide technical advisory MEL services to the USAID/Colombia Mission. These include monitoring support services; performance and impact evaluations, studies and assessments. These efforts will facilitate informed Program Management decisions, shape the long-term strategic direction of programs and decision-making within the Mission. MEL will conduct a final evaluation of the Rural Finance Initiative (RFI), which includes an impact and performance component. The purpose of this evaluation is to assess the efficiency, effectiveness, and quality of rural financial products provided by financial intermediaries with support from RFI and the extent to which rural and vulnerable populations increased their access to financial services. The evaluation will include an Analysis of factors that hampered or enhanced the cost and accessibility of financial services for municipal populations. The evaluation will also assess how the Covid-19 pandemic affected implementation of RFI's activities. As part of the evaluation team, the MEL Activity seeks a Thematic Expert in financial services inclusion. **Please note: Only Colombian citizens are eligible for this position Position Summary: The Thematic Expert will support the evaluation Design, implementation, and reporting activities for the evaluation. The key role of the Thematic expert in financial services inclusion is to ensure that sector considerations are adequately integrated in the design, instruments, Data Collection, analysis and reporting of the evaluation deliverables. The Thematic Expert will work closely with the evaluation team and will receive support from the MEL activity leads. The period of performance of this assignment will be from September 14, 2020 to March 31, 2021 with a part-time dedication. Responsibilities:
  • Provide inputs to the evaluation design and work plan

  • Provide technical inputs to draft data collection instruments

  • Participate in the collection and analysis of primary and secondary data at local, national and regional levels

  • Contribute to the writing of the final report

  • Support presentations of findings, conclusions and recommendations to key stakeholders

  • Master's degree in business Administration, economics, business law, public policy or other relevant fields required

  • Minimum of ten years of relevant experience

  • Expertise in market-based rural financial services for micro, small and medium-sized producers and businesses and for women, Afro-Colombians, indigenous, and other marginalized populations

  • Experience with different types of financial products offered by financial intermediaries for rural populations and businesses

  • Familiarity with corporate structures, operations, and regulations of financial intermediaries in Colombia

  • Proven ability to deliver a quality analysis, tables, and written products and explanations

  • Experience with USAID evaluations preferred but not required

  • Fluent spoken, written and reading abilities in English and Spanish
