Tetra Tech International Development Services (https://careers.tetratechintdev.com), headquartered in Arlington, VA, is seeking candidates for a short term Technical Assistance assignment of 1-2 months duration to review an existing small water utility asset/stock management system, recommend a low cost cloud-based enterprise system (MS Access or similar), and draft a conceptual system Design of the recommended system, create/develop and install the recommended system on the Outstation Management Contractor(OMC) computer networks including its integration with a Billing and Customer Management System for three small city utilities in order to work effectively to produce the desired results.

Tetra Tech is concurrently supporting development of a Billing and Customer Management System with which the asset/stock management system must integrate. The successful candidate shall be expected to work partly remotely during the review and development phases but shall be expected to travel to Liberia (in the three cities) to install and integrate the systems with others.

Minimum Qualifications:

*Computer Database Management specialist trained on Oracle, Microsoft Certification is required;

*8+ years’ directly related experience and BA/BS degree or equivalent required;

*Relevant experience in Liberia or other west African countries strongly preferred.
