Chemonics seeks a Technical Advisor, HIV Supply Chain in support of the $9.5 USAID Global Health Supply Chain – Procurement Supply Management Project (GHSC-PSM) based in Arlington, VA. This is a fantastic opportunity to leverage your supply chain management and public health experience to contribute to HIV prevention in GHSC-PSM focus countries. We are looking for individuals who have a passion for making a difference in the lives of people around the world. In this role, you will contribute to ensuring there is a secure supply of the President’s Emergency Plan for AIDS Relief (PEPFAR)-approved products related to HIV prevention. Specific products include high quality condoms (male and female) and personal lubricants (herein referred to as condom products); Voluntary Medical Male Circumcision (VMMC) kits; circumcision devices (e.g. Shang Ring, PrePex, Mogen Clamp, etc.); and related commodities. The Technical Advisor will work closely with the Task Order 1 (TO1) Director and the USAID leads for condoms and VMMC in the Supply Chain for Health (SCH) Division to collaborate on supply chain issues, and to support implementing partners in the field to meet their PEPFAR VMMC targets and condom commodity needs. GHSC-PSM is the primary vehicle through which the U.S. Agency for International Development (USAID) procures and provides health commodities for countries receiving U.S. government foreign assistance. The project also provides technical assistance to improve the efficiency, reach, and sustainability of in-country supply chains and is supported with funding from the U.S. President’s Emergency Plan for AIDS Relief, the U.S. President’s Malaria Initiative, USAID’s family planning and reproductive health program, and USAID’s maternal and Child Health program. Responsibilities include:
  • Provide technical and implementation support to the GHSC-PSM Global Supply Chain and Country Programs teams, country offices, USAID Washington, and USAID Missions on topics related to VMMC-related and condom products, with tasks including:
    • Conducting in-country quantification, including forecasting and supply planning, as requested by USAID, working with in-country partners and Ministry of Health counterparts

    • Providing technical assistance for strategic sourcing, commodity quantification and procurement, order management, and procurement data Analysis

    • Assessing vendor inventory, including conducting cost/benefit analyses

    • Advising on specifications for condom products and PEPFAR-approved VMMC surgical and essential consumables kits and devices, as well as selection, importation, and distribution

    • Writing reports, articles, technical documents, and program reference materials, including guidance on products and their uses

    • Conducting Data Analysis and visualization in support of manual and tools development

    • Designing reference materials and delivering training on products, planning, and procurement practices for headquarters and field office teams

    • Supporting and participating in external quality assurance visits such as those to pre-approved vendors in China and South Africa


  • Contribute to strategies for VMMC and condom programming in the larger strategy of the GHSC-PSM global supply chain

  • Advise procurement specialists on product tenders and awards in collaboration with procurement team leads and the HIV ISC (integrated supply chain) Manager

  • Provide recommendations regarding the development of sourcing strategies and long-term contracts.

  • Track registration requirements in collaboration with the strategic sourcing team leads and the HIV ISC (integrated supply chain) Manager

  • Contribute to the review of supply plans for VMMC kits, injectable anesthetics, and condoms in collaboration with the Forecasting and Supply Planning (FASP) and Plan teams to secure product supply, ensure alignment with the online catalog, and ensure compliance with relevant policies

  • Coordinate responses to USAID and other donor requests in collaboration with the TO1, Communications, Learning, Evidence, and Analytics for Results (CLEAR), Global Supply Chain, and Country Programs teams

  • Provide regular updates to GHSC-PSM teams on trends, developments and policies related to VMMC and condoms

  • Provide supply chain updates to USAID counterparts and participate in regular meetings with the USAID VMMC and condom commodities points-of-contact

  • Perform other duties and responsibilities as required

Qualifications:
  • Bachelor’s degree required, Master’s degree in supply chain management, business Administration, global health, or a related field preferred

  • Minimum 4 years of related experience required, including supply chain management, commodity procurement, quantification, forecasting, vendor inventory assessment, and/or conducting cost/benefit analyses

  • Experience analyzing and visualizing large data sets for decision making and presenting findings to clients and other external stakeholders required

  • Excellent report writing, communication and presentation skills, both written and oral, required

  • Experience interacting with US government agencies, in particular USAID, preferred

  • Familiarity with product lines (condom products, VMMC kits and related commodities) and knowledge of PEPFAR strategies and management practices desirable

  • Experience working in a developing country context strongly preferred, with experience providing technical assistance in developing countries desirable

  • Proven ability to work both independently and as part of a team, with experience in a large matrixed organization preferred

  • Willingness to travel overseas on two to four-week trips, typically two to four times a year

  • Demonstrated leadership, versatility, and integrity

  • Fluency in English required; working proficiency in French, Spanish and/or Portuguese desirable
