Job Description

These pathways are reinforced by a strategy for achieving social cohesion, protection and inclusion, as critical to ensuring the humanitarian-peace-development nexus and forging a new social contract in Iraq. As a trusted and credible development partner, all activities are developed in Coordination with central, governorate and local level institutions to both build capacity and ensure long-term sustainability through an improved sense of ownership. UNDP Iraq is leading on a number of high-profile projects to advance development in Iraq and support the country in its quest to achieve Agenda 2030. These projects include the Funding Facility for Stabilization, development of a citizen-state social contract, and co-leading on the reintegration of ISIL-affiliated families. As such, UNDP Iraq is committed to identifying gaps in its current policies, consider new and innovative ways of working, and building new coalitions of support. Reporting to the Resident Representative, the Head, Advocacy and Communications is responsible for developing, managing, coordinating, networking, implementing and monitoring UNDP Iraq’s advocacy and communications efforts to influence practices, policies, narratives in order to bring positive changes for the benefit of Iraqi communities. Through these efforts, the Head, Advocacy and Communications will position UNDP Iraq as a thought leader and innovator and will help shape UNDP Iraq’s response to emerging policy trends relevant to the Iraqi context. The Head, Advocacy and Communications will develop and maintain relationships with key interlocutors – authorities, local communities, UN agencies in Iraq, regional offices, other development and humanitarian actors, as well as international stakeholders. Duties and Responsibilities Strengthen UNDP Iraq’s advocacy efforts
  • Lead the development of a UNDP Iraq Advocacy Strategy;

  • Build evidence-based advocacy arguments in support of UNDP Iraq’s priorities, working closely with programmes staff to identify gaps in evidence and arguments and ensure those gaps are adequately filled;

  • Lead on the definition and targeting of advocacy strategies on priorities such as the Citizen-State Social Contract, Covid-19 response, Stabilization and the reintegration of ISIL-perceived affiliated families;

  • Explore and recommend innovative ways to enhance UNDP's overall advocacy, communication, and outreach efforts; using resources strategically to optimize results;

  • Build new coalitions of support for UNDP’s priorities, and foster existing relationships with dedicated outreach, organization and relationship management. These include UN entities, think-tanks, local influencers, and industry experts. Work with civil society actors and community members to strengthen their abilities to communicate the importance of UNDP Iraq’s priorities;

  • Liaise with UNDP’s Global Communications and Advocacy unit to advance UNDP Iraq’s advocacy work;

  • Lead on the communications for development for the Country Office, i.e. facilitate the achievement of Community Mobilization and social change.

Oversee UNDP Iraq’s communications
  • Conceptualize, Design and execute UNDP Iraq’s overall communications strategy across all pillars, ensuring a consistent, coherent and compelling narrative;

  • Manage the UNDP Iraq communications team to achieve organizational objectives, ensuring all outputs produced by the team maintain high-quality standards;

  • Monitor and assesses the overall effectiveness of the communication strategy and programmes and make necessary changes to approach and technique;

  • Prepare and oversee the preparation of UNDP Iraq communication and advocacy materials (e.g. press releases, briefings, speeches, questions and answers, talking points, etc.);

  • Oversee media outreach (proactive and reactive media outreach) working closely with national, regional and international media; Manage and mitigate reputational risk issues on the media;

  • Ensure continuous coordination with UNDP’s regional and global communications teams, with other organizations within United Nations System and development partners;

  • Provide expert advice to the Resident Representative and the country programme team are on all aspects of communications as required;

  • Undertake programmatic and administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget and programme performance, preparation of inputs for results-based budgeting;

  • Carries out other related functions as requested by the supervisor.

  • Ability to create effective advocacy strategies; contributes to the elaboration of advocacy strategies by identifying and prioritizing audiences and communication means and performs Analysis of political situations and scenarios, and contributes to the formulation of institutional responses;

  • Uses the opportunity to bring forward and disseminate materials for advocacy work.

Required Skills and Experience Education:
  • Master's degree in media relations, journalism, public policy, business Administration, or related area of study; or

  • A bachelor’s degree with an additional 2 years of relevant experience is accepted.

Experience:
  • Minimum 7 years of relevant experience at the national or international level in public relations, communications, advocacy, local governance, or a related field;

  • Experience with UN or international organization working in crisis-affected country, specially Iraq, in the area of strategic advocacy would be an advantage;

  • Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based Management Systems with strong IT skills.

Language Requirements:
  • Fluency in English is required;

  • Fluency in Arabic is desirable.
