Quality PROJECT SUMMARY The Advancing Higher Education for Afghanistan’s Development (AHEAD) program supports the government of Afghanistan and its Ministry of Higher Education to increase access to higher education for vulnerable populations, improve the quality and relevance of higher education that supports market needs, and enhance the management and administrative capacity of Afghan higher education institutions (HEIs) and government counterparts.  The five-year activity builds upon the results of USAID’s previous higher education investments and accelerates human and institutional capacity through a network approach whereby Afghan HEIs are partnered with Lead Universities across key growth sectors including Agriculture, Business, Education and Health. AHEAD’s Higher Education Networks involve a larger number of institutions and a broader set of activities than traditional university-to-university partnerships, providing a mechanism for strengthening Afghan HEI capacity, and promoting channels of communication and collaboration across the ecosystem of public and private HEIs in five Afghan provinces. JOB SUMMARY The Senior Program Officer for Organizational Development and Management Quality (SPO-ODMQ) will work closely with the Director of ODMQ regarding the program support activities. Specifically, the SPO-ODMQ will provide and assist in the planning and implementation of all ODMQ activities related to the AHEAD program. This work will require close Coordination with the senior managers of the ODMQ and Academic streams, campus leaders, MoHE, TEVTA, faculty members, and other AHEAD team members. Working with the Director of ODMQ the incumbent will follow up with Senior Managers for Access to Higher Education & e-Learning and Organizational Development to produce the timely and successful outcomes based on the work plan and PMP.  The SPO-ODMQ will assist the Director of ODMQ in organizing meetings with managers as well as meetings with MoHE, Partners, Higher Education Institutions, and relevant stakeholders. RESPONSIBILITIES AND TASKS
  • Support the Director of ODMQ to meet monthly with ODMQ Program Managers and Technical Advisors/Specialists in a scheduled meeting to elicit stream needs and brainstorm appropriate solutions

  • Support the Director of ODMQ in calling meetings, drafting agendas, and taking minutes.  These meetings are internal or external with MoHE, with Chancellors, and other relevant stakeholders.

  • Assist the Director of ODMQ and ODMQ senior managers in collecting and drafting bi-weekly bullet points, success stories and quarterly reports for USAID and other reports as needed

  • Liaise with MoHE coordination bodies, Higher Education Institutions, and relevant stakeholders for the successful implementation of academic activities

  • Assist the Director of ODMQ in making recommendations for human and financial resources needed to meet program objectives and supervise logistics for the program activities.

  • Assist the Director of ODMQ and senior managers in drafting the SoWs and budget for IKGs and work closely with Operations Department and Grantees to process the IKGs.

  • Review, revise, and edit the Dari/Pashto versions of the policies and papers which are developed by the academic streams

  • Review, revise, and edit the Dari/Pashto versions of official letters from the ODMQ stream and Director of ODMQ.

  • Work with the Director of ODMQ, relevant managers in the ODMQ stream, and other key staff members to ensure the successful launch and smooth running of a range of ODMQ activities

  • Undertake other responsibilities as assigned by the Director of ODMQ

  • Bachelor’s in business Administration, Economy or any other relevant degree is required

  • With bachelor’s degree 7 years of experience and with master’s degree 5 year of experience is required.

  • Excellent administrative and communication skills.

  • Not less than 5 years relevant work experience, preferably related to higher education and/or university Capacity Development.

  • Experience with international development organizations or donor funded Development Projects is preferred.

  • Ability to work under pressure, independently, and in a team.

  • Ability to organize, coordinate, and effectively follow through on multiple complex tasks.

  • Good judgment and decision-making skills.

  • Must be native speaker of Dari or Pashto (fluency in both is preferred)

  • Fluency in English is required.

  • Knowledge of Afghan culture, international norms of conduct, and the current political situation in Afghanistan.

  • Experienced in MS Word, Excel, and PowerPoint essential as is ability to carry out general Analysis of data (e.g. student, faculty, and university statistics).
