The position is assigned in the Urban and Water Sector Division (PAUW) within the Pacific Department (PARD). PARD is in charge of Client Relationships with 14 Pacific developing member countries. PAUW is in charge of processing and implementation of projects in the water supply and urban development sectors.

Job Purpose

The Senior Operations Assistant will provide statistical and analytical support services for the division's administrative activities. He/She will collect, compile, and consolidate operational information/data across the division for analytical purposes, and will coordinate matters related to various processing and Administration activities in Coordination with other PARD divisions, Resident Missions and other field offices. The incumbent will report to Director, PAUW and to designated International Staff (IS).

Responsibilities

  • Assists Director, PAUW and designated IS in handling day-to-day routine functions in support of the division's administrative operations.


  • Coordinates closely with operations assistants in the processing of technical assistance (TA)and projects (loans and grants).


  • Coordinates closely with operations assistants in the administration of TAs, TA consultants' selection process, processing of claims, and preparation of TA Completion Reports.


  • Supports operations assistants in updating TA eOperations records.


  • Assists in the development and maintenance of the documentation, databases, and collecting, compiling, and verifying data for analytical purposes and for various studies that may be undertaken from time to time.


  • Prepares/generates leave/mission status reports/work status reports of PAUW staff for submission to Director, PAUW.


  • Coordinates with other operations assistants on application or interpretation of office systems and procedures, guidelines and new formats.


  • Handles the division's local staff personnel matters such as overtime, leave attendance, counseling, on-the-job training, performance coaching operations assistants in technical assistance (TA) and project processing, TA administration, and office administration matters.


  • Monitors leaves, attendance, overtime utilization, and staff mission as required.


  • Performs other duties as may be assigned by Director, PAUW, and/or designated IS, and as reflected in the incumbent's workplan.


Qualifications

Relevant Experience & Requirements

  • Bachelor's degree preferably relevant to project management and administration.

  • At least 5 years of relevant work experience; preferably with related experience in international agencies.

  • Effective report writing and communication skills in English

  • Able to coordinate proper distribution of tasks among other administrative staff

  • Able to work with individuals from different cultural/national backgrounds

General Considerations

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
