ITS Vice Presidency Context: Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations. Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group. ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform. Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization. ITS Technology & Innovation Lab Context: The ITS Technology and Innovation provides a collaboration platform, knowledge hub and accelerator for the experimentation, prototyping and mainstreaming of cutting-edge technologies and innovative business models at the WBG. ITSTI collaborates with internal and external stakeholders to explore and scale new capabilities that will enable the Bank Group to fully harness the Digital Age to achieve its mission. ITSTI also leads enterprise efforts to speed the adoption of transformative and innovative technologies. Finally, ITSTI provides the know-how, experimentation space, convening power and guidance to deliver improved business solutions using new and emerging technologies such as Cybersecurity, Blockchain, Artificial Intelligence, IoT, 5G, Robotics, Drones and other emerging technologies. The ITSTI Lab started exploring Blockchain and distributed ledger technologies in June 2017 and has since expanded to AI, IoT, and other emerging technologies. The ITSTI Lab is an internal platform/incubator for learning, experimenting, and knowledge-sharing in the space of emerging/disruptive technologies to support the WBG mission. The ITSTI Lab works with partners around the world to learn, provide guidance, and experiment with emerging technology so that the WBG can influence the global impact for its clients. Together with its business partners, the Lab explores and develops an extensive number of use cases in a variety of areas and disciplines, such as Administration" id="link" class="link">Land Administration, Agriculture, supply chain, financial markets, and health, etc. The incumbent will report to the Manager of the Technology & Innovation Unit and will work closely with and support the World Bank Korea Country Office Special Representative. Roles and Responsibilities: The Opportunity – ITSTI serves as an internal World Bank Group learning and exploration lab around innovative practices and emerging technologies for development impact. The ITSTI also provides insights into business and policy models transformation, operationalization of disruptive technologies by applying design thinking, agile and lean start-up methodologies, and approaches. The Korea-based, business solutions senior officer will help design and lead comprehensive and actionable business strategies that will elevate the current operating model of ITSTI to provide technical insight and innovation services as a part of the Korea Regional Technology and Innovation Hub within the Korea Country Office. The candidate should contribute to and lead the creation of critical innovative & operational strategies in collaboration with the Korea Country office colleagues including partners from the Digital Development (DD) Global Practice and the Financial, Competitiveness, and Innovation (FCI) Global Practice to represent ITS Technology & Innovation team to explore, incubate and scale digital transformation programs leveraging experience and expertise within the EAP Region for the benefit of both regional challenges, as well as challenges around the world. It will also be critical for this team member to work closely with ITSTI to support WBG teams and client countries in their efforts to operationalize disruptive and emerging technologies to solve development challenges. In this highly strategic position, the candidate will be the ITSTI’s representative and strategic lead in the Korea Country office, responsible for; intake of work based on (a) strategic objectives, making sure the right innovation initiatives are pursued; (b) operational objectives, aimed at successfully executing selected exploration and learning for clients in collaboration with DD and FCI colleagues. The candidate will establish initiatives, maintain and build trusted relationships with key customers, clients, partners, and stakeholders. The candidate will participate or co-lead joint efforts of architecting and running proof of concepts with disruptive/innovative technologies and Architect their integration in the enterprise technology lifecycle, to enable adoption of innovative technologies in the overall service delivery models. The candidate should demonstrate strong technology knowledge and skills, understanding of the technology landscape and trends. The candidate should have proved record of leading innovative and technology-enabled initiatives from exploration, incubation and scaling/operationalization to address business and development priorities. Strong understanding of the technology innovation adoption and operationalization lifecycles and frameworks are required. The candidate should have strong knowledge and technical expertise of conventional and emerging technologies, like but not limited to AI, Blockchain, Internet of Things, Robotics, Big Data and Analytics, Quantum Computing, 5G Connectivity, Cybersecurity etc. The candidate should have a strong understanding of the innovation ecosystem development paradigm. Previous entrepreneurial and start-ups experience and knowledge are highly desirable. Strong awareness and understanding of technology driven innovation and new economic models & paradigms (platform/ apps/sharing/gig economy, green/bio/circular economy, etc.). The candidate should have a strong understanding of innovation methodologies and approaches like, Design Thinking, Agile Software Development, Foresight Practice, and Systems Design/Systems Thinking, and would be responsible to embed these approaches into the initiatives and engagements with clients and customers. This candidate will be an integral ITSTI team member, reporting back on the initiatives, levels of success, and challenges faced while looking for support as needed from the ITSTI team to support the Korea Innovation and Technology Hub. The candidate should be comfortable enough with the approaches to leverage design thinking, agile, foresight, and systems thinking frameworks to craft engagements, facilitate hands-on workshops. The candidate would participate in imparting a unique way of thinking that improves business value and help in the journey of digital transformation. The candidate will be responsible for developing deeper relationships with both internal and external clients, and giving them the tools, techniques, and networks to use the frameworks to create lasting change. The candidate shall document the successes of the transformation and share through various communication channels, e.g. – speaking engagements, case studies, etc. The candidate will be responsible for supporting or co-leading complex, multi-disciplinary innovation and technology enabled projects to fast-tract the learning and adoption of innovation and emerging technologies and provide advice to WBG technical/non-technical colleagues and WBG Clients. The candidate will promote collaboration from the ITS standpoint to support the Korea Regional Technology and Innovation Hub to develop a cohesive technology and innovation architecture approach to fast-track the adoption of innovative technologies for WBG client countries. Specific Duties:
  • Represent ITS Technology and Innovation Unit/Lab and provide technology-related advice and knowledge at strategic and operational levels, to support the Korea Regional Technology & Innovation Hub innovation agenda, priorities, projects and engagements.

  • Lead and manage the Technology and Innovation portfolio as part of the Korea Regional Technology and Innovation Hub portfolio and in close coordination and collaboration with the WB Korea Country Office Special Representative.

  • Shape, lead and manage the design and delivery of innovative, technology enabled projects in collaboration with the Korea World Bank Country Office, Korea Regional Technology and Innovation Hub, World Bank client countries in the East Asia Pacific region, but not limited to, and other potential partners from the public and private sectors, universities’ innovation labs and entrepreneurial/start-up communities, etc.

  • Serve as a liaison between the ITS Technology and Innovation Lab in HQ and Korea Regional Technology and Innovation Hub and other internal and external stakeholders and coordinate the day-to-day activities to ensure smooth and effective operation.

  • Apply innovative methodologies and approaches (like Design Thinking, Agile, Foresight, and Systems Design/Thinking) in designing, exploring iteratively, and supporting the operationalization of innovative business practices and emerging technologies for development impact in WB client countries.

  • Lead engagements with university innovation labs, tech and entrepreneurial communities, public, private and technology sectors’ partners in exploring, experimenting and co-creating innovative technology enabled solutions for development impact, via Proof of Values (PoVs), technical prototypes, hacking sprints, hackathons, innovation challenges, etc.

  • Lead and/or coordinate complex multi-disciplinary proof of concepts and engagements to fast-track the learning and adoption of disruptive/innovative technologies and provide advice to EAP regional WBG Counterparts and Clients.

  • Lead and facilitate collaboration, knowledge exchange and partnerships among WB and innovative communities and startups to support the co-creation and operationalization of innovative technology enabled solutions in WB client countries.

  • Facilitate the knowledge sharing and support the Korea Country Office and Regional Technology and Innovation Hub and its clients in operationalizing of innovative and technology enabled solutions in WB client countries.

  • Coordinate program level execution and enable end-to-end value delivery of the innovative initiatives led by ITS Technology & Innovation Lab in support of the Korea Innovation & Technology Hub.

  • Serve as a communication channel between ITS Technology & Innovation team and Korea Innovation & Technology Hub.

  • Facilitate the collaboration between the ITSTI and other ITS colleagues and support their participation in the innovation and technology projects driven by Korea Regional Technology and Innovation Hub.

  • Participate in technical evaluation and provide technical guidance to help shape the design, project preparation, and management of Korea Innovation & Technology engagements.

  • Contribute to the formulation of a Korea Regional Technology and Innovation strategic priorities and portfolio.

  • Contribute to developing the knowledge and learning, and talent development agenda for the Korea Innovation & Technology Hub in conjunction with ITSTI to facilitate the adoption of innovative technologies within the WBG Client Countries.

Selection Criteria
  • Master’s degree in Computer Science or in Technology, Development-related fields, with 8 years of experience OR Bachelor’s Degree with 10+ years of relevant experience.

  • Strong technology knowledge, expertise and skills, with focus on both conventional and emerging technologies.

  • Knowledge and experience in software application development, architecture design to support operationalization of emerging technologies.

  • Comprehensive and extensive knowledge and proven experience in Design thinking, Agile, Foresight, & Systems Thinking, Systems Design methodologies, frameworks and tools.

  • Strong knowledge and understanding of the developing countries and emerging economies development context and priorities.

  • Prior experience in working on technology and innovation projects/initiatives in public, private, start-up sectors, with the focus on exploring innovative business models and emerging technologies for development impact, from experimentation to incubation/scaling and operationalization.

  • Strong understanding of the innovation ecosystem development paradigm.

  • Previous entrepreneurial and start-ups experience and knowledge are highly desirable.

  • Strong awareness and understanding of technology driven innovation and new economic models & paradigms.

  • Creativity, passion, and initiative to deliver outcomes and the know-how to get things done. Explores ways to get more impactful results; sets challenging stretch goals for oneself.

  • Experience managing teams, programs and/or multiple projects.
