Overview Asian Development Bank (ADB) is an international Development Finance institution headquartered in Manila, Philippines and is composed of 68 members, 49 of which are from the Asia and Pacific region. The position is assigned in the Energy Division (CWEN) within the Central and West Asia Department (CWRD). CWRD is responsible for maintaining client relations and delivering ADB assistance to countries in the Central and West Asia region. CWEN works closely with government agencies, development partners and other stakeholders to facilitate the successful formulation, processing, Administration and monitoring of ADB-financed projects in the Energy Sector in the Central and West Asia region covering ten countries. Job Purpose The Senior Energy Specialist will oversee, formulate and articulate energy sector policy and strategies, engaging Developing Member Country (DMC) governments in policy dialogue, and conducting ADB's activities to support sector policy and reforms. As leader of a team, oversee and assure the quality of project development, implementation, administration and of overall results for complex loans, Technical Assistance (TAs) projects, and non-lending products and services (NLPS) in the energy sector. Work within a framework of broad policies, principles and goals, applying a high degree of autonomy in selection of work methods. The incumbent will report to the Director and will supervise National and Administrative Staff. Responsibilities • Develops policy and strategies for the energy sector in assigned DMCs, in consultation with relevant government agencies and Resident Missions (RMs); oversee policy dialogue and develop policy-based programs to assist governments to undertake energy sector reform, ensure efficient use of resources and encourage participation of the private sector; identify investment opportunities in the energy sector for sustainable economic growth; develop regional sector strategies and initiate regional projects in consultation with national and regional energy organizations and international financial institutions. • Provides guidance, advice and comment on energy sector issues in the initiation, development, processing and administration of loan, TA projects and Capacity Building initiatives; liaise and coordinate with development agencies on development of program loans and investment projects; ensure key technical, economic, financial and crosscutting issues are incorporated into projects; and ensure technical, procurement, disbursement, and contract administration issues are timely resolved during loan and TA implementation. • Develops regional sector strategies and initiating regional projects in consultation with national and regional energy organizations and international financial agencies; facilitate effective liaison and Coordination with development agencies on program loans and investment projects. • Ensures quality and compliance of lending and non-lending products and operations with respect to energy policy and strategies including appropriate financial Management Systems and procedures for executing agencies (EAs) of projects, compliance of projects with ADB's financial management and audit requirement. • Ensures the development impact of the energy portfolio is monitored and evaluated. • Participates in and contribute to internal and external training and conferences on the energy sector and other activities for advocacy, dissemination and knowledge building. • Oversees, guides, and supports Energy Specialists in their work with governments to identify investment opportunities in the energy sector. • Creates and leads multidisciplinary teams and ensure the overall quality of its work. • Supervises the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance. • Provides coaching and mentoring to develop capabilities/potential of reporting staff. Plans and ensure their ongoing learning and development.

Qualifications

Relevant Experience & Requirements • Master's Degree, or equivalent, in Engineering, Economics, Finance, Business Administration, Social Sciences, or other related fields. University degree in Engineering, Economics, Finance, Business Administration, Social Sciences, or other related fields combined with specialized experience in similar organization/s, may be considered in lieu of a Master's degree. • Minimum of 10 years of relevant professional experience including international work experience in several countries or at least 5 years ADB work experience. • Excellent written and verbal communication skills in English is required. • Strong analytical, interpersonal and cross-cultural skills to liaise effectively with DMC government officials, staff and management of executing agencies, representatives of civil societies, and other agencies concerned. • Ability to liaise and deal effectively with ADB staff, consultants, counterparts in executing agencies and other development agencies. • Sound understanding of ADB procedures and practices related to TA and loan/grant project processing and administration, including safeguards compliance. • Former work experience and established relationships in CWRD countries will be an advantage. • Please refer to the link for ADB Competency Framework for International Staff Level 5.
