Chemonics seeks a Security Management Unit (SMU) Manager for the Operations, Finance, and Compliance (OFC) Division within the Global Health and Supply Chain Office (GHSCO), located in Arlington, VA. The manager will be responsible for handling all aspects of security for all country offices connected to the GHSCO by liaising with external clients and contractors and working closely with home and field office staff. We are looking for individuals who have a proven track record of versatility, leadership, and integrity to lead complex security operations and who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Manage regional incidents and emergencies in collaboration with the Global Safety and Security Department (GSSD)


  • Exhibit knowledge of SMU technical security practices, safety and security policy manual, Safety and security related QMS work instructions, the field best practices manual, and Chemonics online safety and security trainings


  • Monitor, assess, and analyze regional security trends through open-source reporting and liaison with Field Security employees and continual share this knowledge with the regional SVP, PMU directors, project staff, and GSSD


  • Collaborate closely with Director in ensuring that the project and its personnel maintain the proper safety and security procedures in accordance with USAID and Chemonics’ policies


  • Update SMU director and GSSD on potential safety/security related risks or problems within region


  • Conduct basic and detailed assessments of project security performance and submit updated findings to GSSD for corporate security performance metrics regularly


  • Assist Project Management Units (PMUs) and/or project teams and leads the recruitment, hiring, and monitoring of safety and security project staff, ensuring personnel selected meet appropriate requirements


  • Assist field security team (as applicable) and address field staff’s safety/security inquiries and needs promptly


  • Conduct a security review of all proposals in priority countries and provide technical security input to all line roles of proposal teams as identified during the review process


  • Ensure travelers are researching the risk environment through the Information Security provider before travel or conduct security briefings for designated high- or critical-risk countries


  • Maintain and expand technical knowledge in Safety and Security by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies and Chemonics practice networks


  • Provide support to security subcontract procurement, management, and Administration for new and ongoing projects and new Business Development needs


  • Perform short-term technical assignments for existing projects or new business efforts


  • Take on leadership roles on SMU, New Business or regional/corporate initiatives


  • Research and recommend operational security practices (collaborating with GSSD as appropriate), and assists with the implementation of relevant changes


  • Take leadership role in advancing Safety and Security internally and externally


  • Serve as acting director as necessary


  • Perform other duties and responsibilities as required


Qualifications:

  • Bachelor's degree in related field or equivalent years of experience required


  • Minimum three years of experience in international development. A strong mix of operational, risk, and project management experience a plus


  • Demonstrated ability in implementing security platforms for civilian operations in conflict zones, to include successful Crisis Management


  • Ability to operate at advanced levels of authority and manage significant activities, budgets and resources to produce and take responsibility for results


  • Strong writing and interpersonal skills


  • Knowledge of and previous working experience with USAID preferred


  • Demonstrated ability to manage and supervise department staff, multiple project teams, and other initiatives


  • Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, Training Courses, and effective meetings


  • Ability and willingness to travel and work overseas a minimum four to twelve weeks per year


  • Demonstrated leadership, versatility, and integrity


  • Fluency in English required; fluency in Spanish or French preferred
