The UN General Assembly, and all its 193-member countries, in September 2015 adopted a Global Development vision entitled Transforming Our World: The 2030 Agenda for Sustainable Development. This 2030 Agenda was designed as a plan of action for people, planet and prosperity.  It lays out 17 new Sustainable Development Goals (SDGs) and 169 targets, to stimulate global action over the next 15 years on issues critical to humanity and the planet. India committed to these SDGs at the September 2015 UN Summit and the SDGs officially came into force on 1st January 2016. The Government of India has actively engaged in mainstreaming the SDGs in its work from early 2016. NITI Aayog, the National Institution for Transforming India, has been entrusted with the responsibility of coordinating the efforts on SDGs with ministries and states, indicative of “whole of government” approach. NITI Aayog has prepared an Action Agenda (3 Years) and is preparing medium term perspective plan (7 years) and long term (15 years) goals for the country through a 15-year vision document for a period up to 2030, which will be co-terminus with Sustainable Development Goals. NITI Aayog has also developed the Output Outcome Monitoring Framework – OOMF. The Ministry of Statistics and Programme Implementation (MoSPI) has prepared the draft National Indicator Framework (NIF) consisting of 306 indicators.  Based on 62 high priority indicators, NITI Aayog has prepared an SDG India Baseline Index in the year 2018 in which the State of Punjab is in the category of ‘Performer’. NITI Aayog is now in the process of publishing the SDG India Index Baseline Report 2.0 for the year 2019. The UNDP India Country Programme Document CPD (2018-2022) signed with the Government of India (GoI) aims at transformative change and development impact at scale. In line with this, UNDP has initiated active support to many state governments in mainstreaming SDG’s within their schemes and programmes as a part of an UN system wide to SDG roll out for visioning and planning in India. UNDP has done some pioneering work on localizing SDGs in States like Uttarakhand, Haryana, Assam, Madhya Pradesh and North East. The focus of the agency is to support the States in Localisation & Integration and to provide technical capacity in the implementation framework for SDGs. In view of India’s commitment to the 2030 Agenda, the Economic and Statistical Organisation (ESO), Department of Planning has come up with vision document focusing on sectoral growth aligned with SDGs and is in the process of developing State Indicator Framework also. State level consultations are underway to align the global goals with the planning process of the State. To implement the ambitious targets set for itself in SDG VISION 2030, the Government of Punjab is partnering with UNDP to establish SDG Coordination Centre (SDGCC) under Punjab State Board for Economic Policy and Planning reporting to the Department of Planning. UNDP is putting together a team of experts to be a part of the PMU in SDGCC and work closely with relevant government departments, technical agencies, UN agencies, Civil Society Organizations and academic institutions to provide the requisite impetus to the state government’s initiative in rolling out the SDGs. The team is expected to catalyse the actions around achieving the Global Goals by 2030 by performing the role of a think tank and solutions provider to the State. UNDP is seeking the services of a senior professional to act as the Head of SDGCC Project to carry out the activities of the SDGCC, who will cover a broad range of programmatic issues in support of developing a roadmap and monitoring framework for the achievement of Sustainable Development Goals in the State. The Head will support the state government in awareness generation, Capacity Building, strategic planning, programme formulation and the monitoring of programme effectiveness and delivery across all the relevant departments of the government. He/she will also advise the State Planning Department in consultation with UNDP Regional/Country Office on possible interventions and systems needed to be put in place for concrete support to emerging complex challenges in the State in the achievement of SDGs. S/he will work in close collaboration with state counterparts and prioritize partnership building and fund-raising at the state level engaging extensively with private sector, CSOs as well as other development partners. The Head identifies approaches and modalities in relation to programme development and implementation. S/he works closely with the different programme units in UNDP country office in coordination with relevant UN agencies in India to operationalize and support the SDG implementation process in the state. S/he will work under the direct supervision of the UNDP Head of Regional Office, North and matrix reporting to Additional Country Director, State Outreach, UNDP India Under the supervision of the UNDP Head of Regional Office, North the incumbent will focus on achievement of the following results:

Leading the SDGCC team and managing the project

·         Provide Vision, leadership and oversight to the SDG CC team and ensure they meet the committed deliverables as per the signed Memorandum of Agreement with the Government of Punjab. This would involve overseeing and being responsible for the work of all 5 components of the SDGCC including Integrated Planning and Implementation, Awareness and Capacity Building, SDG Localization, Resource Mobilization and Partnerships and Monitoring and Evaluation

·         Coordinates and provides substantive contribution to key policy discussions related to SDGs at the state level in active collaboration with Department of Planning.

·         Builds and maintains collaborative relationships with counterparts with state government, Planning Department, Economic & Statistical Organisation, UN Agencies, donor agencies and civil society organisations on issues related to UNDP’s work on SDGs.

·         Leads on identifying the programme interventions in terms of filling gaps in policy, plans, infrastructure, capacity and technology, formulating the programme and developing the proposal to take it forward.

·         Responsible for managing the SDGCC Project Office and representing UNDP in partner meetings and official functions when required.

·         Will be accountable to UNDP in ensuring the implementation of the agreed work plan for SDG implementation in the state.

Leading advocacy for SDGs and adapting the SDG 2030 VISION to plans and monitoring frameworks

·         Adapt SDG CC project work based on thorough understanding of the SDG 2030 global mandate as well as the guidance received from NITI Aayog and MoSPI from time to time.

·         Advocates for SDGCC with government counterparts, donor community and on private and public-sector partnerships in the state for achievement of SDGs.

·         Ensure the SDG VISION 2030 document already finalized by Government of Punjab is appropriately updated and translated into action plans, strategic plans and key performance parameters for key personnel of departments, for each SDG, each Department as well as for every level of the Administration down to the Gram panchayat level.

·         Ensure that the State Indicator Framework is developed as per the National Indicator framework created by MoSPI and a comprehensive Monitoring and Evaluation plan is in place to measure performance against set targets

·         Assist departments to create systems that will help them collect qualitative and quantitative data on various SDG parameters.

·         Support the Mapping of resources for each SDG, including nodal departments; existing schemes and programmes; current situation on the selected indicators; and translate into a working Output Outcome Monitoring Framework – OOMF based on guidance received from NITI Aayog and requirement of the State.

·         Identify key social and economic priorities of the state and map it with the emerging global and national consensus on SDG indicators and targets.

·         Translate the concrete strategies and plans for SDGs to scoping of the development landscape in the state and translating opportunities into concrete Innovation POC opportunities.

·         Suggest and prepare detailed concept notes for possible actions that will be identified to dovetail state development priorities with the SDG framework.

·         Mapping resources for each SDG in terms of budget allocation under each category.

Leading the partnerships and support base for SDGs in the state

·         Represents SDGCC in state level in the context of partnership building.

·         Ensure partnership Building for SDG implementation through collaboration with all stakeholders especially the government counterparts, civil society, Private Sector, non- profit organizations and programme units of UNDP.

·         Tap into UNDPs worldwide support to SDG implementation and Localization drive in coordination with the UNDP Head of Regional Office, North .

·         Coordinates with other UN and bilateral partners to ensure complementarity of interventions and results for achievement of SDG in the state.

·         Ensure top quality support from UN system for fulfilment of specific tasks related to the SDG implementation framework finalization and monitoring.

·         Coordinate the working of the working groups formed for action planning on SDGs (members will include senior officials from departments and other experts) that have been formed to work on each of the SDGs and bring in technical expertise from other UN agencies as and when required.

Effective management of the SDGCC Human and material resources:

·         Ensure timely recruitment of SDGCC PMU Team in consultation with Department of Planning, GOP.

·         Responsible for and supervise work of SDGCC- PMU team.

·         Ensure timely submission of narrative and financial reports as per the MOA being signed between UNDP and GOP

·         Responsible for effective and smooth functioning of the SDGCC including procurement and finance

·         Responsible for quality assurance and timely completion of the process. Ensuring that the activities undertaken proceed according to the agreed work plan.

·         Ensure top quality Managerial Oversight and facilitates knowledge building in the State

·         Work closely with the Communications team for appropriate messaging for SDGCC project engagement with all stakeholders

·         Identification and synthesis of best practices and lessons learned both within and outside the state.

·         Identifies and documents lessons for replication and upscaling if applicable from district to city/state level.
