Job Description

The UNICEF Regional Office for Europe and Central Asia is looking for a Public Partnerships Specialist will be responsible for supporting strategic positioning of UNICEF in the Europe and Central Asia (ECA) region towards to European Commission and the European Parliament. For every child, results Under the supervision and guidance of the Brussels-based Partnerships manager ECARO, The Public Partnerships Specialist will be responsible for supporting strategic positioning of UNICEF in the Europe and Central Asia (ECA) region towards to European Commission and the European Parliament. The Public Partnership Specialist position’s purpose is to support in the deepening of the collaboration with key stakeholders in the EU institutions and to support in the provision of an interface for environmental scanning, knowledge exchange, resource mobilization, and policy influence within the scope of assignment.   S/He may also serve as focal point and resource for colleagues on specific thematic areas of strategic relevance for partnership development. The key result is to ensure greater visibility for UNICEF ECARO and influence in support of its mission. How can you make a difference?
  1. Identifies, prepares for and supports, under the day to day guidance of the Brussels-based Partnerships manager ECARO, opportunities for UNICEF to engage with the European Commission (EC) and the European Parliament (EP) for the necessary action in the region

  • Implement the work plan in accordance with ECA´s Action Plan for Strengthening the Strategic EU Partnerships for Child Rights in Europe and Central Asia, in order to ensure timely and cost-effective delivery of results.

  • In collaboration and consultation with the members of UNICEF Brussels Office, monitors key developments within the European Commission and the European Parliament with the view of identifying key opportunities for advocacy and influencing by UNICEF.

  • Seeks and promotes new partnerships and resource mobilization with EU counterparts, working with UNICEF colleagues to identify partnership and resource mobilization needs and broker resource mobilization agreements to meet those needs.

  • Identifies opportunities and proactively support in advising the Regional and country Offices of the opportunities for UNICEF participation from the region

  • Provides strategic, logistical and programmatic support to senior management and other UNICEF staff in corporate engagement and interaction with EU institutions.

  • Supports in preparation of background materials and briefing notes for senior regional staff for meetings with counterparts in the EC and EP

  • Supports systematic liaison and information sharing with the counterparts in the EC and EP.

  1. Mapping of key strategic opportunities for UNICEF

  • Develops and maintains deep knowledge and familiarity with current and prospective partners and relevant stakeholders, contributing to a database of key contacts and to UNICEF’s base of knowledge on partnership and resource mobilization.

  • In consultation and close Coordination with the members of the UNICEF Brussels Office systematically maps opportunities and identifies the most critical ones

  • In consultation and close coordination with the members of the UNICEF Brussels Office proposes an action plan to seize the most strategic opportunities on the basis of cost benefit Analysis

  • Liaises with key counterparts in the EC ad EP, and also with other UN agencies and relevant Civil Society Organizations, to continuously update and revise the mapping and to advise the regional colleagues accordingly.

  • Expands UNICEF’s network of key interlocutors to build stronger relationships between UNICEF and EU institutions, other key-decision makers, regional development institutions, foundations, civil society organizations, international financial institutions and/or other relevant constituencies.

  • Liaises with key counterparts in the different DGs responsible for the social inclusion of the most vulnerable children in order to ensure that the Regional Office will have a comprehensive view of the opportunities for engagement to promote and protect the rights of the most vulnerable children in the Region.

  1. Coordination, advise and support to the Regional Office and Country offices colleagues on maximizing the opportunities for EU engagement

  • Provides timely advise and concrete support to the Regional Office colleagues and to the Country Offices in the preparation of funding proposals with adequate advance notice to allow for enough advance planning.

  • Provides support to country offices on development of proposals and negotiation of agreements.

  • Ensures systematic information sharing on developments in EC and EP with the Regional Office colleagues and the Country Representatives.

  1. Coordination and support to advocacy events and meetings highlighting the challenges and opportunities of the region

  • Provides guidance on the most opportune timing for advocacy events and regional meetings and consultations with key counterparts

  • Ensures close coordination with the members of UNICEF Brussels Office

  • Supports all aspects of planning for regional advocacy events and regional meetings

  1. Contribute to the joint UNICEF strategic approach towards the European Union

  • Contribute to the results of the UNICEF Brussels Office by ensuring regular coordination and information sharing with members of the UNICEF Brussels Office

  1. Performs other related duties as assigned by the supervisor to ensure the success of the team, including guiding, training, and coaching short-term staff, including interns and consultants, as needed.

To qualify as an advocate for every child you will have…
  • An advanced university degree is required in one of the following fields: international relations, political science, communications, international development, or another relevant technical field.

  • A minimum of five years of professional experience in one or more of the following areas is required: public affairs, programme management, resource mobilization, External Relations, or other relevant area.

  • Fluency in English is required. Knowledge of French is considered as an asset.
