Job Description

This position is located within the Strategic Communications Service of the United Nations Assistance Mission in Afghanistan. The position is based in Kabul, Afghanistan (Kabul is classified as a Hardship "E" duty station and a non-family duty station). The incumbent will report to the Chief, Strategic Communications Service.

UNAMA was established by UN Security Council Resolution 1401 in March 2002 at the request of the Government of the Islamic Republic of Afghanistan. Its mandate is reviewed annually with the latest mandate renewal being on 17 September 2019 when the Security Council unanimously adopted Resolution 2489. Resolution 2489 (2019) calls for UNAMA and the Secretary-General’s Special Representative for Afghanistan, within their mandate and in a manner consistent with Afghan sovereignty, leadership and ownership, to continue to lead and coordinate international civilian efforts in full cooperation with the Government of Afghanistan. Responsibilities

Within the limits of delegated authority and in close Coordination with the Chief of the Strategic Communications Service and Mission leadership, the Public Information Officer will be responsible for the following duties:

• Takes the lead in strategy, planning, development and implementation of communications campaigns, along with country-wide outputs and activities; where appropriate, works with departments, funds and agencies to develop ways to implement campaigns system-wide and to incorporate the campaign messages and themes into all relevant events and products. • Prepares or oversees preparation of a diverse range of information communications products in support of the Mission’s communications strategy and tactics, including multimedia, social media and print and online publications. • Provides advice and expertise to managers, senior officers and other public information staff on a range of public affairs issues, methods, and approaches; in coordination with Chief, Strategic Communications, anticipates and resolves communications/public relations issues/problems. • Develops strategic partnerships with key constituencies to elicit support for and maximize impact of promotional objectives. • Drafts complex and politically sensitive material, including press releases, news stories, features, interviews, messages, talking points, social media content, UN newsletters, periodicals, reports, and books, and edits drafts prepared by junior officers. • Evaluates results and impact of communications activities; reports on developments, trends and attitudes regarding the UN. • Represents the institution in meetings and conferences; fulfills speaking engagements and makes presentations to groups on UN activities and advocate issues of concern. • Assists the Assists the Chief, Strategic Communications, in managing the day-to-day operation of the Service to include participating in coordination of substantive and administrative activities of the Service, interpreting and disseminating policy, providing procedural advice, improving reporting systems, handling operational and administrative queries, preparing budget submissions, establishing and/or coordinating training programmes and monitoring and evaluating results. • Coordinates and directs a team of public information staff and mentors and supervises the work of junior officers. Competencies

Education

Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public Administration or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in public information, journalism, international relations, public administration or related area. Experience in managing social media is required. Excellent drafting skills in English and experience in drafting and editing for publication in English are required.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
