Job Description

In November 2019, UNDP launched a three-year project funded by the European Union – “Consolidating Parliamentary Democracy in Georgia”. Responding to Georgia’s recent move to parliamentary governance system, the project aims at strengthening parliamentary performance in the new constitutional and legislative framework and increasing its capacities to realize the new potential into practice. While the main focus of the project is on the Parliament of Georgia, another smaller component targets the legislative branch of the Autonomous Republic of Ajara – the Supreme Council of Ajara. Support aimes at improved institutional performance of the Supreme Council through defining a comprehensive road map for its leadership and staff to prioritize and implement sustainable institutional reforms. The project, with the support of its responsible party – Institute for the Development of Freedom of Information (IDFI) – also entails enhancement of the Supreme Council’s capacities to initiate and introduce open governance values and principles in its daily work through greater cooperation with the local civil society leaders and citizens. The side impact of this activity is building capacities of the local civil society to engage more actively in the legislative and oversight work of the Supreme Council. The support to the Supreme Council will leverage on the development work conducted with the Parliament of Georgia and the tools and Capacity Building activities will be shared between the two institutions. To facilitate the implementation of the above-mentioned component, the project is seeking to recruit a Project Officer as part of the project team to contribute to the effective implementation of the project goals and objectives specifically targeting the Supreme Council of Ajara. Duties and Responsibilities The Project Officer reports to and acts under the direct supervision of the Project Manager. S/he is responsible for the programmatic and administrative oversight and internal controls for Project Outcome 2 (Ajara component). More particularly, the Project Officer shall:
  • Coordinate institutional relations with the Supreme Council of Ajara, including its members and staff and serve as a liaison between the Council and the project and where required, UNDP Country Office;

  • Implement project tasks and activities towards achieving the outputs and targets set under the project Outcome 2 and ensure regular communication and reporting to the project team in Tbilisi;

  • Provide analytical support to the Project Manager in the on-going project planning and implementation activities related to the Supreme Council;

  • Liaise and gather feedback relevant for the Supreme Council’s institutional development from different stakeholders, including Civil Society Organizations; identify issues and emerging needs/challenges for the project’s potential intervention;

  • Support and facilitate the work of short-term national and/or international project consultants and/or companies hired to provide targeted support to the Supreme Council; support the Project Manager in the development of respective terms of references, Requests for Proposal (RfPs), etc.;

  • Regularly monitor the implementation of the activities facilitated by the project’s responsible party – IDFI; where required, provide guidance and advice during the process;

  • Engage in the preparation of the knowledge-materials produced by the project for the Supreme Council;

  • Contribute to donor progress reports, more particularly, assist the Project team in the preparation of the six-month, interim/annual and final reports (narrative); when required, participate in the Project Board meetings to present the implementation of activities under Outcome 2 and share the plans for the next period;

  • Identify follow-up actions and submit them for consideration to the Project team;

  • Support the Project team in the preparation of the Annual Work Plans and Quarterly Plans if required;

  • Support the project team in preparation of informational materials related to the project activities, such as presentations, briefers for public events and other;

  • Perform any other duties and responsibilities required within the project.

Development and operational effectiveness   Required Skills and Experience Education:
  • Master’s degree in Law, public policy/Administration, management or related field

  • At least 5 years of working experience in good governance and/or development fields at the government institutions, non-governmental and/or international organizations in a capacity of a senior-level staff or expert/consultant;

  • At least 3 years of working experience at donor-funded projects in the good governance and/or development field; working for UNDP and/or EU projects is an asset;

  • Strong knowledge of the role and functions of the Supreme Council of Ajara.

Language Requirements:
  • Excellent Georgian language skills (both written and verbal)

  • Excellent English skills (both written and verbal).
