We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. JOB CONTEXT : Bangladesh is one of the poorest countries in South Asia with one of the highest densities of population in the world – 160 million. Bangladesh is a delta where 3 main rivers reach the sea. Most of the country is a disaster-prone area in terms of floods. Emergency context and needs A high proportion of the Undocumented Myanmar Nationals (UNM) refugees in Cox’s Bazar remain in a chronic Emergency Situation due to long-term challenges to find a durable solution to their status in Myanmar and Bangladesh and therefore require continuous Humanitarian Assistance. The new influx, with more than 600,000 arrivals from August 2017, has created even more pressure on resources and increasing humanitarian needs. Two years later; 910,911 Refugees are registered in the District (August 2019, UNHCR data) and live in extremely basic conditions in 34 camps across the district. The host Bangladeshi communities are also affected by the presence of a large refugee population living in the region. The two sub-districts of Ukhiya and Teknaf, where the refugees are mostly residing, are vulnerable to increased rates of poverty due to lack of public and private services, scarce job opportunities and limited natural resources, among other key causes. In addition, this coastal region is continuously dealing with the impacts of natural disasters, mostly cyclones and flooding, during which meagre assets of the local population are damaged or destroyed. The humanitarian needs resulting from the Mora’s devastating impact and the new arrivals of refugees have not been fully met yet. YOUR MISSION: Under the direct responsibility of the Field Coordinator, you manage a team of 95 people. The project manager, will be in charge of : · External Coordination and Representation · Handicap International Mobile Unit Program Planning and Implementation · Internal coordination: Administrative, Human Resources & logistics · Reporting YOUR PROFILE : · You hold a degree in Program Management/ Nursing and/or Health Services Management. · You have at least 2 years of experience in Project Management and of relevant professional experience in a managerial NGO position. · Ability and willingness to travel regularly to the field/project sites, which are based in camps and sometimes difficult to reach · You speak and write English fluently. · Ability to prepare and monitor budgets and produce reports. · You have excellent writing and reporting skills. · You are able to manage and work collaboratively with different teams. CHARACTERISTICS OF THE POSITION : Dhaka is a large and densly populated metropolis, which is rapidly expanding. In recent years there has been a high increase in the development of shopping malls and restaurant/bar and coffee shop chains. The office and expatriate housing will be located within the diplomatic area, in Gulshan,provided all the required standard of living conditions and comfort level. Public transport options are limited and not accessible for expatriates, so alternative options are provided by Handicap International. Traffic and movement by car within Dhaka can be slow, particularly during rush hours. Cox’s Bazar is a city located in the coastal area, fishing port and one of the most visited tourist destinations in Bangladesh. There is lot fo resorts, restaurants, bars providing international drink and food as well as specific entertainement such as gym, spa, etc… Travelling between the differents sites is easy : 1 hour flight Dhaka – Cox’s Bazar and from 1 to 1h30 hours by car within Cox’s Bazar district sites. Ukhiya is located at about 40 kilometers from Cox’s Bazar. It is a one hour fifteen minute drive from Cox’s Bazar. Ukhia is a village / rural area and densely populated. While about two thirds of the way from Cox’s Bazar is good motorable road along the coast which is called “Marine Drive”, the last bit is narrow roads which goes between residential areas which can get particularly bad during the rainy season. While the community is welcoming of foreigners, they are also a traditional society with conservative beliefs. The weather is hot and humid and particularly wet during the rainy season. Medical facilities are basic and the region is prone to diseases such as diarrhea, Cholera and Typhoid that are endemic. In terms of safety, this region faces the risk of floods, landslides and poor drainage that poses a challenge in road access. While most basic items and services are available within Bangladesh the Uhkia region only provides basic living conditions. Accommodation is not easy to come by since most of the building structures within the township of Uhkia provide permanent secure structural set ups. Each accomodation is provided with bed, fans, private toilet and bathroom, and shared kitchen, terrace and internet (5 Mb). Teknaf is about 75 kilometers from Cox’s Bazar and takes a little more than two hours to reach. The approach road is the same, “Marine Drive” mentioned above and goes all the way to Teknaf. The other information regarding weather, living conditions, medical facilities and accommodation is the same as Ukhia above. CONDITIONS: · Starting date : 1st of October, 2020 · Length of the contract: 12 months · Salary from 2214 € gross/month regarding the experience of the candidate · Perdiem : 613 € net/month · Hardship allowance : 250 € net/month · Insurances : medical hearth coverage, retirement planning, repatriation · Paid holiday : 25 days per year · R&R : 5 days every 3 months (Level 2) · Status : position open to unaccompanied · Housing : Collective taken in charge by HI
