DUTY STATION: Beirut, with frequent travel to various regions of Lebanon REPORTS TO: Project Manager PROJECT REFERENCE: CEDRO 5 (00118152) PAY LEVEL: SC8 SOURCE OF FUNDING: European Union The UNDP and the European Commission (EC) are working together to support innovation and entrepreneurship in Lebanon to support a Clean Energy transition. The overall aim is job creation and growth in support of Lebanon's economy while supporting Climate Change Mitigation in Lebanon. Within this context and with funding from the European Union (EU), UNDP has initiated the the CEDRO 5 project, in with the Association of Lebanese Industrialists (ALI), the Lebanon Green Building Council (LGBC), and the Internatioanal Renewable Energy Credits (I-REC) Institution. The CEDRO 5 project aims to achieve the objectives including enhancing innovation, entrepreneurship and research, assisting in technology transfer and the creation of new value chains in the renewable energy and energy efficiency sector, supporting and initating enabling policies for the renewable energy (RE) sector, training and Capacity Building, and effective awareness initiatives on sustainable energy issues. The UNDP is seeking to recruit a Project Engineer for CEDRO with the main responsibility of providing the engineering support and operational Coordination related primarily to the implementation of renewable energy and energy efficiency systems in industries and facilities across Lebanon and in related activities including the preparation of technical reports, capacity building, reporting and coordination. Duties and Responsibilities Under the direct supervision of the Project Manager (PM), the Project Engineer will handle the technical and operational coordination related to the effective design, supervision and monitoring of the energy efficiency and renewable energy demonstration projects. S/he will also be responsible for managing the work of a junior site engineer. The demonstration projects include technologies such as: photovoltaic applications with lithium ion storage, biogas applications, concentrated solar thermal for industrial heating applications, and energy efficiency in the industrial sector. The specific functions/responsibilities include: Technical Responsibilities
  • Assist PM in the selection of beneficiaries through the review of the beneficiary application process, evaluation of the applications, and on-site validation of data and information.

  • Assist PM in the preparation of technical specifications for international and local consultants and consultancies in line with project objectives

  • Review EE/RE technical specifications and check compatibility of the proposed EE/RE measures with site characteristics;

  • Review and approve submitted shop drawings, work schedules and material specifications; and ensure conformity with the design specifications;

  • Prepare, in collaboration with the various contractors, the time schedules for the execution works and the arrangements regarding the proper delivery of equipment to the installation sites; and ensure information is communicated to the site engineers;

  • Lead and supervise the work of a junior site engineer to ensure the proper supervision of works including: ensuring the provision of complete listings of installed equipment per site; the preparation of site logs, acceptance reports, quality control procedures; change orders; documentation of site condition; etc.

  • Inspect works for conformity to specifications and design instructions; and ensure work compliance with relevant engineering standards and codes;

  • Identify, evaluate and provide solutions to field problems, and coordinate the implementation of solutions by collaborating with contractors, site engineers, project management, and beneficiaries;

  • Supervise the performance testing of installations and coordinate hand-over arrangements;

  • Supervise the monitoring and Data Collection from the various sites;

  • Research and maintain an updated database on relevant EE/RE products and prices;

  • Consolidate the various technical reports from the field and support in the preparation of progress reports accordingly.

Reporting and Outreach
  • Support in liaising with project partners, counterparts, beneficiaries and potential beneficiaries for the proper implementation of the EE/RE projects;

  • Liaise with relevant public, private (e.g. Education) and non-governmental sector institutions for the coordination of specifications and technology transfer;

  • Support in the design and implementation of the various trainings and capacity building workshops that are organized by the project to transfer technology to beneficiaries and counterparts.

  • Ability to assume responsibility;

  • Ability to interface and maintain a positive relationship with others (teamwork);

  • Good organisational and coordination skills,

  • Effective oral and written communication skills, as well as research skills;

  • Attention to detail and ability to handle multiple tasks simultaneously and accurately;

  • Flexible (willing to travel regularly to the project sites)

Required Skills and Experience Education:
  • Bachelor’s or master’s degree in energy, mechanical or electrical Engineering or closely related field, with emphasis on sustainable energy

  • Minimum 5 years of relevant work experience with bachelors’ Degree or 3 years with masters’ degree in designing and implementing renewable energy applications

  • Proficiency in renewable engineering design software, such as Homer Pro, PVsyst, Autocad is required.

  • Experience in biogas, concentrated solar thermal systems, solar PV with Lithium Storage, and/or energy efficiency in the industrial sector is a plus

Language Requirements:
  • Fluency in written and spoken English and Arabic.

  • Knowledge of French is a plus.
