Background
CRS began working with local partners in Afghanistan in 1998 and launched its own direct operations in 2002. CRS is currently implementing programs in the provinces of Bamiyan, Daykundi, Ghor, Herat, and Kabul. CRS currently maintains five main offices in the country in Kabul, Bamiyan, Chaghcharan, Lal, and Herat, as well as sub-offices that support the direct implementation of program activities. Currently, there is more than 360 national staff and 9 international staff. CRS’ main program areas in Afghanistan are education, Agriculture, Natural Resource Management, and Water, Sanitation, and Hygiene (WASH).

The CRS strategic plan for Afghanistan focuses on poverty and risk reduction, Human Development and Emergency response in rural areas in wester n and central Afghanistan.

CRS works to:
* Support people, especially girls and women from marginalized communities, gain Basic Education
* Support poor rural and peri-urban households to have increased livelihood security
* Support vulnerable communities to survive shocks without long-term negative impact on their livelihoods

CRS seeks a qualified candidate for Project Director to provide overall direction and leadership to an upcoming USAID-funded, two-year to resilience and recovery project in the livelihoods, education, protection, and WASH sectors in tend provinces in Afghanistan. The Project Director will be responsible for the achievement of strategic objectives, intermediate results, and performance expectations through adherence to high standards of programmatic and management quality.

The proposed project has an estimated value of US$20 million and includes five INGO consortium partners in addition to CRS. Ove r a period of 24 months, the project proposes to address targeted barriers to resilience and recovery across the most vulnerable communities in Afghanistan. Building on the access and experience of the INGOs involved in the consortium, these interventions will cover a wide range of sectors across the ten provinces, including WASH, livelihoods, Environmental Health and protection. The main focus of the project is to improve the capacity of the communities we work with to be self-reliant and able to recover from external shocks.

Major Responsibilities
Program quality, technical leadership, quality assurance, partner Coordination, supervision, mentoring, Administration, finance, monitoring and evaluation, report writing.
