Job Description

Under the general guidance of the Programme Specialist, the Project Coordinator is responsible for the overall Coordination and implementation of the Global Environment Facility (GEF) funded “Review and update of the national implementation plan for the Stockholm Convention on Persistent Organic Pollutants (POPs)” Project. The aforementioned project will provide support to Jamaica in meeting its requirements as Parties to the Stockholm Convention on Persistent Organic Pollutants through the update of the National Implementation plan for POPs. The Project Coordinator will work in collaboration with the UNDP; officials from the Ministry of Economic Growth & Job Creation; National Environment and Planning Agency; as well as several technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful project implementation. Summary of Key Functions 1. Provides effective support to management of the CO programme focusing on the following:
  • Support the formulation of the country programme; project documents; workplans; budgets and proposals;

  • Provide guidance to Executing Agencies on routine implementation of projects, tracking use of Financial Resources;

  • Organize field visits to monitor and ensure implementation of programme activities;

  • Analysis of the programme to identify operational and financial problems and contribute to the development of solutions;

  • Coordination of Mid-term and Final evaluations for the programme.

2. Ensures the Administration and implementation of programme strategies focusing on  the following:
  • Implement project activities including the monitoring of progress against the project results framework and the approved annual workplan;

  • Mobilize personnel, goods and services including drafting terms of reference and work specifications, and overseeing all contractors’ work;

  • Manage and monitor  project risks initially identified and submission new risks to the project board for consideration and decision on possible actions if required; maintainance of the project risks log;

  • Prepare the annual workplans and update the Atlas Project Management Module;

  • Prepare required budget revisions.

3. Provides administrative support to the Programme Unit focusing on the following:
  • Maintain the internal expenditures control system which ensures that vouchers processed are matched and completed and transactions are correctly recorded and posted in Atlas;

  • Ensure timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers;

  • Plan and coordinate events, including conferences, seminars, workshops, consultations, meetings, press briefings and other project activities;

  • Ensure timely support to logistical services for the project, including organizing missions, support to travel arrangements, DSA Payments, hotel booking, etc;

  • Professional, clear and timely communication with partners and stakeholders, as required to ensure seamless implementation of logistical and events planning tasks and activities.

4. Ensures facilitation of knowledge building and stakeholder engagement in the CO focusing on achievement of the following:
  • Support the UNDP CO in building strategic partnerships related to the GEF portfolio specifically with UN Agencies, IFI’s, government institutions, bilateral & multi-lateral donors, private sector and civil society;

  • Support the establishment of strategic partnerships and knowledge exchange with internal and external stakeholders;

  • Support the preparation and dissemination of semiannual and annual report on project implementation and interventions;

  • Synthesis of lessons learnt and best practices in programme;

  • Sound contributions to knowledge networks and Communities of Practice.

 Corporate Competencies: Technical/Functional Competencies: Education:
  • Secondary Education is required. University Degree in Environmental Science, Natural Science, Business Administration or related field would be desirable, but it is not a requirement.

  • 6 years of progressively responsible administrative and programme implementation experience at the national or international level is required.

  • At least 3 years’ experience working with ministries, national or local institutions is required.

  • At least 3 years of relevant project/programme coordination/management experience is desirable.

  • At least 2-3 years of experience concerned with environmental and other development issues is an advantage.

  • Experience in the use of computers and office software packages, experience in handling of web- based Management Systems.
