ORGANIZATIONAL CONTEXT WFP’s mission is to help the world achieve Zero Hunger by 2030 as per the Sustainable Development Goal (SDG) 2.It works to ensure that the poorest and most vulnerable, particularly women and children, can access the nutritiousfood they need. In the period 2019-2023, through the Country Strategic Plan (CSP), WFP Cambodia will contribute to achievingZero Hunger by promoting access to nutritious diets through home grown school feeding and improving climatesmart food production and transformation capacities of small holder farming communities. WFP will help setstandards and guidelines for food transformation to satisfy the increasing demand for nutritious processed andconvenient foods. WFP will leverage its subnational presence and existing implementation relationships to buildscalable models for replication nationally, and enable subnational counterparts’ hands-on learning in interventionplanning, management and implementation. Further, WFP will support national and subnational disaster and Climate Change risk management and assistnational strategic direction and Coordination on food security, nutrition and social protection through enhancedinformation systems, knowledge management, and public-private and south-south partnerships. The CSP aims to contribute to five Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (ZeroHunger) and SDG 17 (Partnerships for Development). A total of 6 Activities are planned to be implemented toachieve the contributions to the five Strategic Outcomes. The five strategic outcomes are: Strategic Outcome 1 Vulnerable communities in Cambodia have access to nutritious, safe, diverse, convenient, affordable and preferred foods by 2025 Strategic Outcome 2 Poor and vulnerable communities in Cambodia are more resilient to shocks and stresses in the food system by 2023 Strategic Outcome 3 National and subnational institutions have strengthened capacities to mitigate risks and lead coordinated shock preparedness and response efforts by 2025 Strategic Outcome 4 National and subnational institutions in Cambodia have strengthened capacities to develop, coordinate and implement well-informed, effective and equitable actions for achieving food security and nutrition targets by 2030 Strategic Outcome 5 Development and humanitarian partners in Cambodia have access to common supply chain services throughout the year CSP Position Title: Programme/Monitoring Assistant Type of Contract: Fixed Term Appointment Grade: GS - 5 Duty Station: Area Office, Siem Reap Cambodia Reporting Line: Under the overall supervision of the Head of the Area Office, this position reports to the Senior Programme Associate (Siem Reap). KEY ACCOUNTABILITIES (not all-inclusive)
  1. Perform specialized and/or standardised processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines.

  2. Provide project management and/or general office support following established targets and WFP’s policies and procedures.

  3. Within the specific area of responsibility, compile data and support Analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) in order to support operational decision-making.

  4. Perform accurate, timely recording of data within the specific technical area of work (e.g. food security and vulnerability assessments) following corporate standards and guidelines.

  5. Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.

  6. Support communication and activities with local partners, agencies, NGOs and government institutions.

  7. Act as a point of contact for resolution of general operational queries requesting assistance where necessary.

  8. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

  • Coordinate and provide Technical Support for programme implementation in the assigned geographical area(s) in line with programme guidelines, procedures and tools.

  • Monitor programme activities in line with monitoring system and tools and provide timely trouble shooting and advice related to monitoring findings to stakeholders to improve operations.

  • Provide on-the-job coaching and mentoring to cooperating partners and other programme stakeholders to enable them to effectively implement the programme including support to and engagement with local authorities in areas such as sub-national planning, disaster management and school based food and nutrition programmes.

  • Prepare and review reports including field trip reports, monthly reports, quarterly progress reports and operational cost settlement and clearance from cooperating partners and submit them (with recommendation) in a timely manner to Area Office management for further review, consolidation and action.

  • Collect and analyse key programme data and guidance to inform operational/delivery planning and decisions.

  • Document issues, challenges and lesson learned of programme implementation at subnational level including decentralization and de-concentration process and share with the Area/Country Office to help inform programme learning and WFP national strategic direction.

  • Engage in local planning process at sub-national level, particularly providing support to commune councils, communities and schools in programme implementation, resources mobilization and to promote food security and nutrition related priorities to be reflected in commune development programmes, commune investment plans, and school development plans,

  • Work with relevant stakeholders at sub-national, mainly commune councils in the planning and implementation of sustainable and resilient food system, climate-smart development including productive and Climate Change Adaptation activities.

  • Raise awareness on food security and nutrition issues and on WFP programmes among cooperating partners, beneficiaries, communities and local government authorities through ongoing programme implementation and by providing consistent key messages and representing WFP at various meetings and key events.

  • Liaise with key stakeholders within WFP Country Office/Area Office as well as other stakeholders at sub-national level to facilitate and enhance the contribution towards Gender Equality and Women Empowerment within WFP areas of operation.

  • Ensure gender is considered throughout all areas of work under the position as relevant.

FUNCTIONAL CAPABILITIES Programme Lifecycle & Food Assistance Can facilitate implementation of food assistance programmes under guidance using basic understanding of principles and good practices of programme Design, implementation and monitoring. Transfer Modalities (Food, Cash, Vouchers) Demonstrates ability to facilitate, under guidance, food assistance programme implementation that deploys full range of transfer modalities with an understanding of basic principles guiding modality selection and implementation. Knowledge of Specialized Areas Understands basic technical concepts and data andtheir relevance to food assistance programmes. Emergency Programming Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes. Strategic Policy Engagement w/Govt Understands and applies basic principles of engagement with government counterparts at the national or local level. DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
  • Has a minimum of 4 years of relevant work experience.

  • Has experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting communicating findings to relevant stakeholders for action.

  • Has experience utilizing computers, including word processing, spreadsheets and other standard software packages and systems.

  • Has experience utilizing monitoring and evaluation systems and standards.

  • Previous experience of working with communities and commune councils on livelihoods, food security, nutrition or other Community Development programmes.

STANDARD MINIMUM QUALIFICATIONS Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable. Language: Fluency in both oral and written communication in English HOW TO APPLY
